Mr. Smith indicated that they were
currently in litigation with the City of Ladue over this access. It was
explained by Mr. Smith that although his original plans envisioned 212
units, it may be necessary to add additional units which could carry the
project up to approximately 275 units. He pointed out that there have
been two meetings with neighborhood residents who made a number of
suggestions, one of which resulted in the increase in the number of
parking spaces. He also stated that there would be approximately 35
employees as a maximum on the premises at anyone time.

Mr. Melvyn Harrington of 8634 Barby Lane, which is immediately adjacent to
the property proposed to be rezoned, asked about the buffering and
landscaping for the proposed development. Chairman Hamilton pointed out
that these sorts of issues would be covered under the conditional use
review and pointed out to the audience and to members of the commission
that the purpose of the agenda item was to consider whether the proposed
rezoning is appropriate for the subject property without respect to a
specific development proposal. He called attention to the memorandum from
Mr. Goldman in which he recommended approval of the proposed rezoning on
the basis that the enlarged zoning district makes a better development
parcel and allows for improved buffering for the adjoining residential
property.

Mr. Charles Deutsch, one of the developers, provided additional
information on the development proposal. In response to a question from
Mr. Rice as to the land area covered by the proposed development, Mr.
Deutsch replied that there was 7.31 acres in University City and a little
less than 1/2 acre in the City of Ladue.

After considerable discussion by members of the commission, Mr. McCauley
made a motion to recommend approval of the requested rezoning from SR to
PR-O with the east 1/2 of Lot 16 included in the rezoning. Mr. Rice
seconded the motion which passed by a vote of 5 to O.

NOVEMBER MEETING DATE

Chairman Hamilton pointed out that the normal November meeting date would
fall on the evening before Thanksgiving and for that reason had not been
scheduled on the published city calendar. He asked members of the
Commission if Wednesday, November 20 would be a convenient meeting night.
They agreed on this date and Mr. Hamilton announced that the next meeting
would be held at 7:30 p.m. on November 20, 1985.
