He further stated that the addition
of these two parcels to the proposal would enhance the potential use of
the project site. He advised the commission to include these two parcels
in the rezoning recommendation to City Council.

Mr. McCauley made a motion that the commission's recommendation of October
23, 1985 for rezoning the properties at 8616, 8620, 8621, 8624 and 8633
West Kingsbury and 8630 Barby Lane be extended to include the properties
at 8628 and 8632 West Kingsbury. Mr. Rice seconded the motion which
passed by a vote of 6-0.

Mr. Smith told the commission members that his group's application for a
Conditional Use Permit would be submitted to the Planning Department
within the next seven days. He requested that the commission consider the
application at its December meeting. Chairman Hamilton noted that a
regularly scheduled meeting would fall on Christmas Day. Therefore, he
scheduled the next Plan Commission meeting for Wednesday, December 18,
1985 at 7:30 p.m.

Mr. McCauley asked Mr. Smith about the status of current litigation with
the City of Ladue concerning the access to the proposed project from
Ladue. Mr. Smith responded that an upcoming hearing for a permanent
injunction had been consolidated with one for a temporary injunction. He
indicated that the hearing was scheduled for early January and was hopeful
that a resolution would be made in the trial court shortly thereafter.

Council Liaison Schoomer asked if removal of the University City street
barriers would aid access to the proposed project. Mr. Smith answered in
the affirmative, but indicated that the degree of aid that barrier removal
would achieve was uncertain until the Ladue litigation was resolved. Mr.
Schoomer told Mr. Smith that he would draft an ordinance addressing the
barrier removal before the next City Council meeting.

REQUEST TO REZONE PROPERTY AT 500 NORTH AND SOUTH FROM "SR" TO "GC"

Mr. Mitchell Wall, of Mitchell Wall and Associates, Inc. and a
representative and agent of Mr. Paul Londe, presented a request to rezone
the property at 500 North and South from "SR" to "GC". Mr. Wall presented
the specific dimensions and characteristics of the proposed use of the
parcel, a residential hotel. The hotel would be a hybrid use of hotel
accomodations for visiting business executives or temporary accomodations
for executives relocating to the St. Louis area.

L
