<br />e <br /> <br />e <br /> <br />e <br /> <br />Minutes - Plan Commission <br />Page 5 <br />November 20, 1985 <br /> <br />After an extensive discussion by commission members, Mr. Rice moved that <br />the Plan Commission recommend the request for rezoning the property at 500 <br />North and South from "SR" to "GC" with the proviso that the Plan <br />Commission consider possible changes to the Zoning Code and draft <br />regulations for a zoning classification which could more neatly control <br />the parameters of this particular project and with the further proviso <br />that if the Plan Commission adopted such a zoning classification, Mr. <br />Londe would agree to work within the regulations of the new zoning <br />classification. Mr. Washington seconded the motion which passed by a vote <br />of five to one. <br /> <br />PROPOSAL FOR A SPECIAL DEVELOPMENT DISTRICT ABUTTING THE CITY OF CLAYTON <br /> <br />Mr. Goldman, author of the draft for a new "SD"-Special Development <br />District designed to abut the City of Clayton, explained the proposal. The <br />new district is essentially a combination of the yard and density <br />requirements of a "PR-O" district with the uses common to the "GC" <br />district. Mr. Goldman requested discussion of the proposed regulations <br />for the district. <br /> <br />Mr. McCauley asked if the proposed district would be appropriate for any <br />other location in University City besides the area abutting the City of <br />Clayton. Mr. Goldman responded by saying that the district would be most <br />appropriate in that particular area. Mr. McCauley asked Mr. Goldman to <br />comment on the appropriate size or perimeter of the proposed district. <br />Mr. Goldman stated that the district would generally be bounded by North <br />and South, Hanley, Delmar and the southern border of the City. However, <br />the western boundary could possibly extend to Warder with the development <br />on Brentwood Boulevard in Clayton. <br /> <br />Ms Schuman expressed her concern that the piecemeal imposition of a <br />commercial-oriented district would be a constant threat to the property <br />owners in surrounding single-family districts. Mr. Goldman stated that <br />inclusion of a "SD" District in the Comprehensive Plan as well as a broad <br />delineation of the proposed boundaries might address citizen concerns. <br /> <br />Mr. McCauley stated that given the increasing density near the Clayton <br />border and the success of Clayton at attracting quality development, the <br />commission should include stringent design specifications in the <br />regulations for the "SD" District to assure the same quality development <br />in University City. Mr. Goldman agreed by saying that carefully tailored <br />regulations would be the best way to plan for quality development. <br /> <br />Mr. Rice made specific suggestions for the "SD" regulations. These <br />included controls such as site plan review or conditional use processes to <br />restrict uncontemplated uses such as public parking garages or small <br />
