They are as follows: <br /> <br />All driveways and parking areas be edged with portland cement concrete <br />curbs. <br /> <br />The guardhouses be of permanent construction matching the main buildings. <br /> <br />Exterior mechanical equipment be effectively screened. <br /> <br />Storm water design criteria and calculations are submitted for review and <br />approval of city staff and MSD. <br /> <br />Fire hydrants be installed at proper locations. <br /> <br />Final driveway and parking lot layouts be reviewed and approved.and <br /> <br />In all other respects, the project be developed in general conformity with <br />the application and the supporting materials as submitted. <br /> <br />Also, except for the 94 parking spaces enclosed in the basement, it was <br />agreed that all other parking spaces could be unenclosed. <br /> <br />Also, that loading spaces be provided for general building deliveries and <br />tenant moving. <br /> <br />The condition recommended by staff concerning that construction equipment, <br />deliveries and construction workers not be permitted to use the <br />residential portions of Barby Lane or West Kingsbury for traffic or <br />parking was deleted upon agreement by Commission members considering the <br />previous discussions about parking and access to the site. The final <br />condition, as mentioned earlier in the discussion, should be that all of <br />McKnight Road and a portion of West Kingsbury be vacated. <br /> <br />It was suggested by Mr. Kennedy that an additional condition to the <br />project be that the developer involve minority and women owned businesses <br />in University City for their contracts. Mr. Schoomer stated that <br />anti-discrimination ordinances for public and private enterprises were <br />currently enforced. Mr. Kennedy stated that an affirmative action policy <br />should be a matter of record surrounding discussion of this project and it <br />should be so recommended to the City Council. Mr. Schoomer stated that he <br />would prepare a bill concerning an affirmative action policy to hire <br />minorities and women who own businesses and that upon its passage, it be a <br />matter of public law. It was agreed by Commission members that the city's <br />policy concerning affirmative action was unclear and that in its <br />recommendation of this project to City Council, that the Commission should <br />request the city to address this issue. <br />
