<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />April 15, 1986 <br /> <br />The Plan Commission of the City of University City held its regular meeting <br />in Room 2 of City Hall on Tuesday, April 15, 1986, convening at 7:42 p.m. <br />with Chairman Esley Hamilton presiding. <br /> <br />ATTENDANCE <br /> <br />Voting Members Present: Voting Members Absent: <br /> <br />Mary Cook Michael Kennedy <br />Esley Hamilton <br />Matthew P. McCauley <br />Canice T. Rice, Jr. <br />Mary Schuman <br />Booker T. Washington <br /> <br />Councilmembers Present: Mayor-elect Janet Majerus; Paul Schoomer <br /> <br />Staff Present: Frank Ollendorff, City Manager; Al Goldman, Director of <br />Planning; Michelle Hillal, City Planner; and Sarah Elwood, Zoning <br />Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Rice moved that the minutes of the March 26, 1986 meeting be approved as <br />submitted. Ms. Cook seconded the motion which passed by a vote of 4-0. <br /> <br />Mr. McCauley arrived at 7:50 p.m. <br /> <br />DISCUSSION OF DRAFT OF COMPREHENSIVE PLAN <br /> <br />Chairman Hamilton introduced the main agenda item for the meeting. The <br />Commission would discuss the draft of the Comprehensive Plan members <br />received in late March. Chairman Hamilton stated that the ensuing <br />discussion should contain no motions. If members disagreeed substantially <br />on certain topics of discussion, the Chairman would postpone discussion on <br />the controversial topic until a future time. <br /> <br />Mr. Goldman stated that Michelle Hillal, City Planner, researched and <br />authored the draft. He rewrote and edited certain sections. He stated that <br />the format of the Plan was not a conventional one, but was similar to one <br />that many developed cities were beginning to use. He stated that Planning <br />Staff would appreciate the Commission members comments and suggestions. <br /> <br />Chairman Hamilton first spoke for Ms. Schuman, who could not be present at <br />the beginning of the meeting, and asked why the Parkview Gardens Area Plan <br />had not been included in the Comprehensive Plan. Mr. Goldman stated that no <br />
