<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 3 <br />May 7, 1986 <br /> <br />It was suggested that material be added on the churches and religious <br />institutions, including statements on the positive effect such institutions <br />have on a community and the budgetary impact of tax exempt institutions. <br /> <br />It was noted that the text of the section on "Access to Shopping, Employment <br />and Recreation" lacked information on the city's current economic <br />development assistance activities. <br /> <br />There was a discussion of the blight and diseases which have stricken a <br />number of species of trees in recent years. This led to the suggestion that <br />a wide variety of trees be planted in order to minimize the impact of the <br />loss of a specific type of tree. There was also discussion on the increased <br />use of small decorative trees for street planting, with a strong recommenda- <br />tion that more emphasis be put on planting shade trees, particularly on <br />residential streets. <br /> <br />The section on Neighborhood Character provoked discussion regarding the <br />distinctive character of the individual neighborhoods, with a recommendation <br />that the text identify the particular characteristics of neighborhoods that <br />should be preserved; with the strategies for such preservation. It was also <br />noted that the private subdivisions may require different strategies for <br />their preservation than non-private neighborhoods. <br /> <br />There was a request to go back to the section on Population and discuss the <br />issue of de facto racial segregation. After discussion it was recommended <br />that more support information should be included regarding the policy of <br />encouraging black families to locate in the southern portion of the city and <br />white families to locate in the northern portion of the city. <br /> <br />The meeting adjourned at 11:10 p.m. <br />
