<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />May 7, 1986 <br /> <br />DISCUSSION OF DRAFT OF COMPREHENSIVE PLAN <br /> <br />Chairman Hamilton introduced the main agenda item for the meeting, the <br />discussion of the Comprehensive Plan, limiting the initial discussion to <br />Part 2, Community Qualities. A number of suggestions and comments were made <br />by members of the Plan Commission which were duly noted by the staff. <br />Following are the key items that were discussed. <br /> <br />It was suggested that in the paragraph on fire protection and emergency <br />medical transportation under the section on Basic City Services, the <br />statement on medical training of fire department personnel should be <br />clarified and the list of personnel and equipment could be condensed or <br />eliminated. Under Code Enforcement, it was noted that the reference to the <br />1973 League of Women Voters survey could be considered too old to be of <br />value. It was also noted that the need for greater emphasis on code <br />enforcement along Olive Boulevard lacked supporting statements. <br /> <br />It was suggested that the text be expanded to better explain the city's snow <br />plowing and street de-icing policy. It was also suggested that the recommen- <br />dations under Basic City Services include the continuation of waste newspaper <br />collection activity and a study of consolidation of fire department station <br />locations. <br /> <br />The dependence on bond issues for major street repair work was questioned <br />and it was suggested that there is a need to annually budget more funds for <br />this purpose to minimize the need for the more expensive bond issue funding. <br />There was discussion of the relationship of police and fire facilities and a <br />suggestion was made that a future study of police facilities be included in <br />the strategies relating to personal security. <br /> <br />An issue was raised regarding the appropriateness of including a section on <br />Public Schools since they are operated by a separate political entity. <br />After some discussion there appeared to be a consensus in favor of including <br />a section on public schools in the plan provided care was taken to avoid an <br />impression of direct involvement by the Plan Commission or the City Council <br />in school policy matters. It was suggested that the text on the school <br />section be tightened up considerably and that some reference be made to the <br />School District's five year plan which is currently undergoing preparation. <br /> <br />The positive effect of private schools was noted and it was suggested that <br />material on private schools be included in the section on Cultural, <br />Educational and Recreational Opportunities. <br /> <br />The need for more cross-referencing between sections was noted, particularly <br />in such sections as the ones dealing with "Access to Shopping, Employment <br />and Recreation" and "Cultural, Educational an Recreational Opportunities." <br />
