<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />May 28, 1986 <br /> <br />The City Plan Commission of University City held its regular meeting in the E.O.C. <br />Meeting Room of City Hall on Wednesday, May 28, 1986, convening at 7:38 p.m. with <br />Chairman Esley Hamilton presiding. <br /> <br />ATTENDANCE <br /> <br />Voting Members Present: Voting Members Absent: <br /> <br />Esley Hamilton Mary Cook <br />Michael Kennedy <br />Matthew P. McCauley <br />Canice T. Rice, Jr. <br />Mary Schuman <br />Booker T. Washington <br /> <br />Councilmembers Present: Joseph L. Adams, Jr., and Paul Schoomer. <br /> <br />Staff Present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning; and <br />Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Rice moved that the minutes of the May 7, 1986 meeting be approved as corrected. <br />Ms. Schuman seconded the motion which passed by a vote of 4-0. <br /> <br />Mr. McCauley and Mr. Kennedy arrived at 7:40 p.m. <br /> <br />REQUEST TO REZONE THE PROPERTY AT 7515 DELMAR FROM "MR" TO "LC" <br /> <br />Mr. and Mrs. Nicholas Bendas presented their proposal to rezone the property at 7515 <br />Delmar Boulevard. They currently operate a business, the Bendas Rug Co., at 7505 <br />Delmar Boulevard. Mrs. Bendas stated that in 1978 they applied for a variance before <br />the Board of Adjustment in order to provide a few parking spaces in front of their <br />building. This request was granted with the recommendation that the Bendases attempt <br />to provide for more parking in the rear of the building. Mrs. Bendas stated that <br />since 1978, she and her husband have tried to obtain an easement from the abutting <br />property owners, but had never been successful. The denial of easements has not <br />permitted rear yard parking thus far. Recently the Bendases had an opportunity to buy <br />the property immediately to their west, 7515 Delmar. With the purchase of this <br />property, the Bendases plan to arrange for an easement in favor of their business <br />property to provide access for the much needed rear yard parking. They plan to <br />improve the property at 7515 Delmar and convert it to commercial use. Mrs. Bendas <br />stated that they hoped to have the property rezoned to "LC" because the traffic that <br />would be generated by a commercial use would not be desirable next to a residential <br />use. She stated that the building at 7515 Delmar has two entrances and probably was a <br />combined commercial and residential use at one time. She stated that she and her <br />
