Mr. Bendas stated that their architect had <br />planned not to pave the entire backyard in order to provide for proper run-off and <br />water absorption. <br /> <br />Mr. McCauley stated that in recent months the Plan Commission had turned down another <br />rezoning request from "MR" to "LC" near the corner of North and South and Delmar. He <br />stated that the Plan Commission's function as a regulating body does not permit it to <br />favor one commercial tenant over another. Mr. McCauley moved that the Plan Commission <br />recommend denying a request to rezone the property at 7515 Delmar to "LC". Mrs. <br />Schuman seconded the motion. Mr. McCauley assured the Bendases that he and the other <br />members of the Plan Commission recognized the improvement of their property as an <br />asset to University City. Chairman Hamilton called for a vote on the motion, and the <br />motion passed by a vote of 5-1. <br /> <br />REQUEST TO REZONE THE PROPERTY AT 6501 CREST AVENUE FROM "LR" TO "PAn <br /> <br />Sarah Elwood, Zoning Administrator, stated to Commission members that planning staff <br />had recently received a building permit application by the Mt. Gideon Missionary <br />Baptist Church for the construction of a 26-car parking lot to be located at 6501 <br />Crest Avenue at the corner of Sutter Avenue. Upon receipt of the application, staff <br />realized that the property was not properly zoned for use as a parking lot. As the <br />approval of the church's site plan review (No. 1087, June, 1983) was subject to a <br />"good faith effort to provide additional parking", staff recommended that the property <br />at 6501 Crest Avenue be rezoned from "LR" to "PA". The representatives of the church <br />had been under the impression that the property had been zoned to the appropriate <br />classification at the time of their site plan review. Mr. Goldman stated that an "LC" <br />zone divided the "PA" tract on Etzel where the church was located and this tract on <br />Crest where the lot was planned. The rezoning request represented a reasonable <br />relationship to the existing zoning in the neighborhood. <br /> <br />Chairman Hamilton asked Deacon James Harvey, president of the church corporation, <br />whether he anticipated any problems with commercial customers parking on this lot. <br />Deacon Harvey stated that he anticipated no problem with this as most of the parking <br />for the church would occur on Sunday morning. Mr. Rice asked why the parking lot had <br />been planned with an entrance to the lot off Crest rather than off Sutter. Mr. Grice, <br />architect for the church, stated that the entrance from Crest was necessary because of <br />the utility poles located in the alley near any potential entrance from Sutter. Mr. <br />Rice asked Mr. Goldman what effect the entrance on Crest would have on this <br />essentially residential street. Mr. Goldman stated that churches were typically <br />special uses in residential districts and that a parking lot of the church took on the <br />same character. It did not take on characteristics of a commercial parking lot. <br /> <br />Mr. Kennedy moved that the Plan Commission recommend rezoning of the lot at 6501 Crest <br />Avenue from "LR" to "PA". Mr. Washington seconded the motion. Mr. Rice commented <br />that the church might explore further the possibility of placing the entrance to the <br />lot on Sutter Avenue. Chairman Hamilton called for a vote on the motion which passed <br />by a vote of 6-0. <br />
