Mr. Ruben Sawyer of 8677 Barby Lane <br />asked about parking on and access to the site. Mr. Smith stated that with a total <br />unit count of 213 units they estimated that less than 50 percent of the tenants would <br />drive their own cars and others could be transported by vans and buses. He stated <br />that with the 86 units planned for assisted care, it was estimated that none of those <br />tenants would drive. He felt that with new direct vehicular access provided to Delmar <br />from the site, traffic would not be a problem in the neighborhood. Mrs. Leo <br />Cosentino, 8644 West Kingsbury, asked if the project would be accessed to West <br />Kingsbury. Mr. Smith stated that there would be no direct access to West Kingsbury. <br />Mrs. Ruth Berman, 8640 West Kingsbury, stated that she was concerned about the service <br />roadway accessing onto West Kingsbury directly in front of her house. She asked how <br />high the proposed retaining wall would be. Chairman Hamilton stated that there would <br />be a drop rather than a rise in grade from her property and that the wall would not <br />appear to tower over her property. Mr. Deutsch stated that the increased grade had <br />been totally eliminated. Mrs. Rosanna Culp, 8644 West Kingsbury, asked who would be <br />responsible for removing the snow on the service drive. She stated that snow removal <br />was often a problem on West Kingsbury. She was concerned that the City would be the <br />only party responsible for snow removal. Mr. Peter Winston, 8687 Barby Lane, asked <br />about the traffic on Barby. He wanted assurance that the access to Delmar would be <br />constructed before the McKnight project was started in order to alleviate construction <br />traffic in the neighborhood. Mr. Ollendorff stated that he wasn't sure this could be <br />achieved, but the City and the developer were working out all possible alternatives. <br />Mr. Fred Rogerson, 8649 West Kingsbury, asked if McKnight Road would be shut off <br />entirely. Councilmember Adams stated that McKnight Road had been closed at the point <br />where it met Ladue city limits. <br /> <br />Mr. McCauley made a motion that the Plan Commission recommend rezoning the properties <br />at 8636 West Kingsbury, 8641 West Kingsbury and 8634 Barby Lane from "SR" to "PR-O". <br />Mr. Kennedy seconded the motion which passed by a vote of 6-0. <br /> <br />Mr. McCauley made a motion that the Plan Commission recommend removal of the words <br />"around the perimeter" from Condition #8 in Conditional Use Permit #240. Mr. Rice <br />seconded the motion which passed by a vote of 6-0. <br /> <br />Ms. Schuman made a motion that the Plan Commission recommend deletion of Condition #4 <br />from Conditional Use Permit #240 and that the ensuing conditions be renumbered <br />accordingly. Mr. Kennedy seconded the motion which passed by a vote of 6-0. Chairman <br />Hamilton stated that both items would be forwarded to the City Council for their <br />consideration and that the rezoning requests would require a public hearing. <br /> <br />APPLICATION FOR DESIGNATION OF UNIVERSITY CITY EDUCATION DISTRICT AS A LOCAL HISTORIC <br />DISTRICT <br /> <br />Ms. Lisa VanAmburg, Chairman of the Historic Preservation Commission, presented a <br />recommendation for the University City Education District to be designated a local <br />historic district.
