<br />. <br /> <br />. <br /> <br />Minutes-Plan Commission <br />Page 6 <br />May 28, 1986 <br /> <br />Commission's priorities for local designation, the first having been the Civic Plaza, <br />which had been approved by the Plan Commission earlier in the year. She stated that <br />the Education District was already on the National Register of Historic Places. The <br />District included three schools, University City High School, Jackson Park Elementary <br />School and Hanley Jr. High School. She stated that the setting and street design of <br />the schools was a late example of the City Beautiful design, one of the few remaining <br />in the suburbs in the country. She stated that this request for designation differed <br />from the National Register designation because of the inclusion of Landmark <br />Regulations and Standards on the last page of the application for designation. These <br />standards include what portions of the buildings should be preserved. <br /> <br />Mr. Kennedy asked what impact the application would have on the rehabilitation of <br />Hanley Jr. High School; would there be any tax credits available? Ms. VanAmburg <br />stated that those kinds of options were already in place because of the nomination to <br />the National Register of Historic Places. <br /> <br />Mr. Ollendorff suggested that the minutes of the Historic Preservation Commission be <br />distributed to Commission members so that they would be familiar with the school board <br />objections to this potential designation. He stated that since the Regulations and <br />Standards on the last page of the application had been added since the public hearing <br />before the Historic Preservation Commission, the school board should be able to review <br />them before the application was forwarded to the City Council. He stated that perhaps <br />the Plan Commission would be able to hear the feedback on the Landmark Standards since <br />it was not the City Council's role to debate the regulations. Ms. Schuman pointed out <br />that the market status of Hanley Jr. High School would be unchanged since even now, <br />before potential local designation, the Historic Preservation Commission would review <br />the permit to demolish and prepare their comments and recommendations. Mr. Larry <br />Lieberman, former Historic Preservation Commission Liaison, stated that he felt the <br />Plan should hear the school board's objections. <br /> <br />Mr. McCauley suggested that the Plan Commission invite the school board to meet <br />together before the application was recommended to the City Council. He reiterated <br />that the Midland Group's offer to purchase Hanley Jr. High School was not an issue in <br />this application to designate the entire district as a local historic district. <br /> <br />Mr. Kennedy made a motion to table this agenda item until the Plan Commission could <br />meet with the Board of Education for their comments on the standards. Ms. Schuman <br />seconded the motion which passed by a vote of 6-0. <br /> <br />CONTINUED DISCUSSION OF DRAFT OF COMPREHENSIVE PLAN <br /> <br />Mr. Goldman stated that most of the changes suggested by the Plan Commission in their <br />two special meetings concerning the Comprehensive Plan had been incorporated into the <br />text. Michelle Hillal, City Planner, had incorporated all the changes except those in <br />the Schools and Neighborhoods sections. Mr. Goldman stated that he realized the Plan <br />Commission was waiting for the section on City Government and the Executive Summary. <br />He stated that he would not be able to attend the June meeting to present these <br />changes but would do so at the next possible opportunity. <br />
