If Mr. Berger is still owner of the property at 6702 Vernon Avenue on July 1, <br />1989, he should landscape the perimeter of the parking lot so as to screen <br />the area from the street in a manner satisfactory to the Director of <br />Planning. <br />3. This use permit is restricted to this applicant only. If he discontinues use <br />of the property as a parking lot, this permit shall become null and void. <br /> <br />The motion was seconded by Mr. Washington and passed by a vote of 4-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT-1417 ANNA AVENUE <br /> <br />Chairman Hamilton called on Sarah Elwood to respond to the application by St. James <br />Lutheran Church to use the property at 1417 Anna Avenue for a pre-school. Ms. Elwood <br />replied that the church, located at 1401 North Hanley Road, currently owned the <br />parsonage next door to 1417 Anna Avenue; the parsonage and the property in question <br />shared the driveway. The church currently rented the property at 1417 Anna Avenue and <br />was under contract to purchase the property in order that it could be used on <br />temporary basis for classes for the Child of Nazareth Montessori School. The church <br />hoped that within two or three years it could use the property for a second parsonage <br />for an associate minister. She stated that planning staff had no objection to <br />temporary use of the house for Montessori classes associated with the school already <br />located at the church. She stated that parking should be provided at the existing <br />church and school property. Since the parsonage and church property were adjacent to <br />the house at 1417 Anna Avenue, no adverse effect on the neighborhood was anticipated. <br /> <br />Ms. Ruth Hummel, Director of the school, was recognized by the Chairman to explain the <br />details of the working of the school. She revealed that the school operated five days <br />a week and enrolled approximately 60 children. The school currently uses the lower <br />level of the church on North Hanley Road. She stated that the school needed extra <br />space for no more than 20 students at one time. She stated that the house would be <br />inspected with regard to fire and health issues, and she planned to use the first <br />floor and basement of the house to provide large exercise areas for the children. Ms. <br />Schuman asked where the children would be dropped off in the morning and picked up in <br />the evening. Ms. Hummel stated that they planned to have parents drop off students at <br />the existing church parking lot and that parents would escort their children through <br />the backyard of the parsonage into the house at 1417 Anna Avenue. She reiterated that <br />the children would not be dropped off on Hanley Road or on Anna Avenue. Mr. Washington <br />inquired if there were any outdoor activities planned for the children. Ms. Hummel <br />stated that there wa~ on the church ground~ a play area isolated from the parking lot <br />and the street on the church grounds; sometimes the children were escorted to Millar <br />Park during playtime. <br /> <br />Chairman Hamilton called upon members of the audience to comment or ask questions <br />regarding the application. Mrs. Henry Schneider of 1418 Anna Avenue stated that she <br />and her neighbors had no objections to the school using the property at 1417 Anna <br />Avenue, but they were concerned about traffic congestion on Anna Avenue for drop-off <br />of the children in the morning. She emphasized that Anna Avenue was a dead end <br />street. Ms. Hummel reiterated that the school planned drop-off and pick-up on the <br />church parking lot only. Mayor Majerus asked Ms. Hummel what the ages of the children <br />would be who would have classes in the house. Ms. Hummel stated that the children <br />
