Older <br />children, four and five years old, would use the house for the full day. Ms. Schuman <br />asked about the schools' future plans to expand. Ms. Hummel stated that the church <br />planned to add to the existing building to provide a gym and four classrooms within <br />the church structure; in the meantime, the church thought that use of the house on <br />Anna would be conducive to the short-term needs of the school. Mr. Rice asked what <br />the operating hours of the school were. Ms. Hummel replied that the school was open <br />from 8:30 a.m.- 3 p.m. Some of the students were dropped off earlier and some <br />students needed to stay later, but most students were picked up at 4:30 p.m. Mr. Rice <br />asked members of the audience if they had ever been disturbed by noise from children <br />from the school. Ms. Schneider replied that she had never been disturbed by noise and <br />that most of her neighbors worked during the day. Ms. Mary Petelman of 1410 Anna <br />Avenue asked Ms. Hummel if the staff of the school would also use the church lot for <br />parking. Ms. Hummel replied that indeed they would. Mr. Rice asked about the <br />buffering provided along the northern yard of 1417 Anna Avenue for the protection of <br />the three homes to the north. Ms. Hummel replied that there was a chain link fence <br />surrounding the backyard and there were shrubs along the northern property line. <br /> <br />Mr. Rice moved that the Plan Commission recommend approval of the church's application <br />for a conditional use permit subject to the following conditions: <br /> <br />1. The church and school staff should direct the parents not to park on Anna Avenue <br />and to avoid using Anna Avenue for ingress and egress to the school property. <br /> <br />Mr. Washington seconded the motion which passed by a vote of 4-0. <br /> <br />OTHER BUSINESS <br /> <br />Chairman Hamilton asked Commission members if they had received a letter of June 4, <br />1986, from Dr. Harold W. Dodge, Superintendent of the University City School District. <br />The letter was in regards to designation of the University City Education District <br />including Hanley Jr. High School as a local historic district. This issue had been <br />tabled by the Plan Commission at the May 28, 1986 meeting. Ms. Elwood stated that <br />staff hoped to arrange a meeting between the Superintendent, Board of Education and <br />the Plan Commission in July. Mayor Majerus stated that as yet the request to have the <br />Hanley Jr. High School property rezoned had not been placed on the City Council <br />agenda. <br /> <br />Chairman Hamilton hoped that planning staff would have the Comprehensive Plan revised <br />in time for the July meeting. He reminded the Commission that there were two major <br />sections of the Plan they had yet to review. Mr. Rice stated that the Commission <br />would probably have more comments after receiving the first revision. He would rather <br />review the plan in small parts during a couple of special meetings than have one <br />extended meeting. Mayor Majerus stated that she would like to see the Plan Commission <br />review the Plan with care during a number of special meetings scheduled closely <br />together for the purpose of continuity. Chairman Hamilton stated that Commission <br />members should come to the next meeting with their calendars and be prepared to <br />schedule a few short meetings in August and September in order to review the plan. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 8:44 p.m. <br />
