The proposal included a map of <br />the site, and Commission members had also received planning staff's review and <br />recommendations. Chairman Hamilton asked Mr. King to further describe his proposal. <br /> <br />Mr. King explained that he had hosted a barbeque on the property for a one-time <br />charity event earlier in the spring. Since it was successful, he wanted to continue <br />to have a barbeque stand similar to the one operating in the Market in the Loop, <br />Woody's A-I Barbeque. He requested Plan Commission's approval and further explained <br />that the stand would be located and operate from the northern portion of the property <br />that he and his wife own at 7129 Olive. <br /> <br />Chairman Hamilton asked Mr. King where the food would be kept for the stand when he <br />was not open for business. Mr. King replied that the food would be stored at a <br />friend's restaurant and that the serving utensils would also be cleaned there. Mr. <br />King presented a petition signed by various neighborhood residents stating that they <br />were not opposed to the barbeque stand at the proposed location. He stated that the <br />same neighbors had been customers at the beauty salon and also at the barbeque stand <br />when he had served there. <br /> <br />Chairman Hamilton called on Mr. Goldman to comment on the application. Mr. Goldman <br />stated that his review of the zoning requirements and health regulations supported his <br />recommendation that approval of the application be denied. The proposal for the <br />barbeque stand did not provide adequate parking for the carry-out food use and <br />actually reduced the parking provided for the beauty salon by one space. Use of the <br />northern portion of the property reduced the transitional yard required between a <br />commercial use and adjacent residential uses. The requirement that all services <br />provided in a "GC"-General Commercial District be conducted wholly enclosed within a <br />building would not be met by the present proposal. Finally, Mr. Goldman expressed his <br />concern over the lack of sanitary facilities provided on the site and further stated <br />that the lack of separate facilities for the barbeque stand and the beauty salon would <br />present more of a problem than trash and refuse storage. <br /> <br />After further discussion regarding the proposed hours of operation and various <br />members' concerns regarding outdoor restaurants, Mr. Rice moved that the Plan <br />Commission recommend denial of Mr. King's application for a Conditional Use Permit. <br />Ms. Schuman seconded the motion which passed by a vote of 6-0. Chairman Hamilton <br />informed Mr. King that the City Council would possibly consider his application and <br />the Plan Commission's recommendation at its next meeting to be held on September 15, <br />1986. <br /> <br />DISCUSSION OF COMPREHENSIVE PLAN <br /> <br />Commission members and planning staff continued their review of various sections <br />of the Comprehensive Plan. They set September 17, 1986, as the date for the next <br />review session. The meeting will be held at 7:30 p.m. at City Hall. <br />
