Council also approved two site plans for new restaurants in the
Loop. Mr. Adams also announced that the Army Corps of Engineers would hold a
public hearing on the City's watershed area on Tuesday, October 28, 1986, at 7:30
p.m. in the Community Center.

Ms. Schuman suggested that the Plan Commission consider endorsement of the
upcoming University City School Bond Issue. The following motion was made by Mr.
Kennedy:

The City Plan Commission should support the upcoming University City School Bond
Issue because:

-the Plan Commission understands the valuable asset of education that the schools
lend to the community;

-the Plan Commission understands the need for the School District to attract the
quality and quantity of teachers necessary to a conducive learning process;

-the Plan Commission understands that the quality of the educational system in a
community directly affects citizens' property values and sense of personal safety
and well-being.

The Plan Commission shares the School Board's interest in the University City
community and therefore endorses approval of the University City School Bond
Issue.

Ms. Schuman seconded the foregoing motion, and the endorsement passed by a vote
of 4-0.

Ms. Elwood reminded members that the Plan Commission had set October 29, 1986, as
the date for the required public hearing on the new Comprehensive Plan. The
meeting would be held at 7:30 p.m. in the E.O.C. Meeting Room. Mr. Goldman
informed members that copies of the draft of the Executive Summary were sent to
subdivision trustees, block chairmen and others in the community, and that copies
of the entire draft of the Plan were available for public review in the Library
and on the fourth floor of City Hall in the Planning Department.

As the next regularly scheduled meeting for the Plan Commission would fall on the
evening before Thanksgiving, Chairman Hamilton scheduled the next regular meeting
of the Plan Commission for Wednesday, November 12, 1986.

ADJOURNMENT

The meeting adjourned at 9:55 p.m.
