<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 5 <br />October 22, 1986 <br /> <br />Mr. McCauley moved that the Plan Commission recommend that the properties at 151 <br />and 153 North Hanley Road and 7510 and 7520 Pershing Avenue be rezoned from "SR" <br />to "PD." The motion was seconded by Mr. Rice and passed by a vote of 6-0. <br /> <br />Mr. Goldman asked if members had any specific comments they wished to have <br />communicated to Council concerning the development proposal. Mr. Rice stated <br />that he was concerned about the rear yard setbacks from the properties facing <br />Linden Avenue. Mr. Saur replied that those property owners had reviewed the <br />proposed plans and had approved of them. Mr. Rice also hoped that Council would <br />carefully consider the amount of brick used in the proposed construction so that <br />the building would be compatible with the surrounding neighborhood. Chairman <br />Hamilton and Ms. Schuman expressed their concern for the proposed 1,000 square <br />foot units and hoped that Council would carefully consider their marketability. <br /> <br />REVIEW AND DISCUSSION OF AMENDMENT TO DEVELOPMENT PLAN FOR THE PARKVIEW GARDEN <br />REHABILITATION AREA <br /> <br />Mary Fahey, representing the University City Redevelopment Corporation (UCRC), <br />presented a proposal for an amended Development Plan for the Parkview Garden <br />Rehabilitation Area. As developer for the area, the UCRC had been responsible <br />for approving various incentives' for multifamily residential development. Legal <br />counsel for the UCRC suggested that amendment of the Plan was advisable if the <br />UCRC were to grant approval of the same financial incentives to industrial <br />commercial uses in the new Olive/Skinker Business Park or to commercial uses <br />within the Loop. She requested that Plan Commission members review and recommend <br />approval of the proposed changes. <br /> <br />Ms. Schuman asked if Section L on page 6 of the Modified Plan should not be <br />entitled "Tax Abatement for Residential, Commercial and Industrial Development <br />and Rehabilitation." Ms. Fahey replied that she would make this correction and <br />insert several other clerical omissions pointed out by Ms. Schuman and Chairman <br />Hamilton. Ms. Schuman also asked about the continued need for tax abatement in <br />the Loop. Ms. Fahey replied that it was a necessary tool to development <br />especially with the dwindling number of resources or incentives available to <br />developers and those interested in rehabilitation. Mr. McCauley inquired about <br />the southern boundary of the Development Plan. Ms. Fahey responded that the <br />Parkview Garden Plan included only the north side of Washington Avenue. Also, <br />the Plan did not include any recommendations or authorization for street <br />closures. <br /> <br />Ms. Schuman moved that the Plan Commission recommend approval of the Amendment to <br />the Development Plan for the Parkview Garden Rehabilitation Area dated October 14, <br />1986, and modified by the Plan Commission on October 22, 1986. Mr. Rice seconded <br />the motion which passed by a vote of 6-0. <br /> <br />OTHER BUSINESS <br /> <br />Councilmember Adams, liaison to the Plan Commission, reported that the City <br />Council had conducted a public hearing on the historic designation of the <br />
