<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />PUBLIC HEARING FOR CONSIDERATION OF A <br />NEW COMPREHENSIVE PLAN INCLUDING RECOMMENDATIONS <br />FOR DEVELOPMENT AND PHYSICAL USES OF LAND <br />FOR THE CITY OF UNIVERSITY CITY <br /> <br />The City Plan Commission conducted a public hearing for consideration of a <br />new Comprehensive Plan on Wednesday, October 29, 1986, in the E.O.C. Meeting <br />Room of City Hall convening at 7:47 p.m. with Chairman Esley Hamilton <br />presiding. <br /> <br />ATTENDANCE <br /> <br />Voting Members Present: <br /> <br />Voting Members Absent: <br /> <br />Esley Hamilton, Chairman <br />Michael Kennedy <br />Matthew P. Washington <br /> <br />Council Members Present: The Honorable Janet Majerus, Mayor; Joseph L. <br />Adams, Jr., Council Liaison. <br /> <br />Staff Present: Frank Ollendorff, City Manager; Al Goldman, Director of <br />Planning; Sarah Elwood, Zoning Administrator. <br /> <br />Chairman Hamilton called the meeting to order at 7:47 p.m. He thanked <br />members of the audience for their attendance and stated that the Plan <br />Commission would welcome their comments and suggestions concerning the <br />proposed draft of the Comprehensive Plan. Chairman Hamilton continued by <br />saying that the process of developing a new Comprehensive Plan had begun in <br />1982 with citizen surveys, citizen workshops and other research. The <br />proposed Plan is formatted differently than the conventional comprehensive <br />plan of the 1950s and 60s in that the current plan does not deal primarily <br />with zoning of undeveloped land or growth management of undeveloped land <br />within the city's limits. As a developed city, University City needed a <br />comprehensive plan which detailed policies and goals for continued viability <br />of the City and services to its citizens. <br /> <br />Mr. Al Goldman, Director of Planning, informed those present that public <br />notification of tonight's hearing had been published in the St. Louis <br />Countian and the St. Louis Post-Dispatch in accordance with the statutory <br />requirements for publication of notice of a public hearing. Mo. Rev. Stat. <br />89.360 (1978). Copies of a draft of the Executive Summary and notice of <br />the hearing date and time were sent to subdivision trustees, block chairmen, <br />and other neighborhood leaders. Copies of the full draft of the Plan were <br />available to the public in the University City Public Library and the <br />Department of Planning on the fourth floor of City Hall. <br />
