<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Public Hearing <br />Page 2 <br />October 29, 1986 <br /> <br />Chairman Hamilton and Mr. Goldman then invited citizens and members of the <br />audience to voice any comments or suggestions concerning the proposed plan. <br />The comments expressed are as follows: <br /> <br />-Mrs. Elsie Glickert of 6712 Etzel Avenue expressed her oplnlon about <br />the need to include a statement regarding the visual and economic <br />enhancement of Olive Boulevard in the section on Goals for Community <br />Quality. She suggested that in the section on Growth Management that <br />mention be made of the uniform enforcement of the city's codes. Mrs. <br />Glickert expressed her concern about the condition of the apartment <br />buildings located in the City of Saint Louis on Eastgate Avenue and <br />suggested that a goal relative to the Housing Preservation section be <br />established for the city to acquire and improve those properties. She <br />also suggested that the section on Basic Community Qualities - Infra- <br />structure mention maintenance of alleys as well as streets. <br /> <br />-Mrs. Glickert conveyed to the Plan Commission two comments made by a <br />block chairman of Crest Avenue. Mr. Kendall could not be present at <br />the hearing but had noted that Kingsland Avenue north of Olive <br />Boulevard could not support heavy truck traffic as indicated in <br />Policies Regarding Growth Management - Transportation. Mr. Goldman <br />responded that Kingsland north of Olive was a residential street and <br />not a "major street" as indicated in the Plan, and therefore, the Plan <br />did not encourage use of Kingsland Avenue north of Olive Boulevard for <br />heavy traffic. Mr. Kendall also had expressed his concern that the <br />Plan should mention repair and maintenance of sidewalks under the <br />section on Growth Management - Residential Neighborhoods. <br /> <br />-Mr. Lawrence Lieberman of 7129 Kingsbury Boulevard expressed his <br />opinion that the section Basic Community Qualities - Infrastructure <br />should include a stronger statement regarding long-range capital <br />improvement plans for infrastructure. Mr. Lieberman also inquired <br />about possible mention of mosquito control services in the section on <br />Animal Control. <br /> <br />-Mr. Charles Foxworth of 6852 Julian Avenue inquired about possible <br />mention of the proposed light rail system for the St. Louis <br />metropolitan area. Mr. Ollendorff and Mr. Kennedy both stated that <br />while the system was not proposed to be included within the city <br />limits of University City, funding of the project could affect bus <br />service in the metropolitan area. <br /> <br />-Other citizens present who inquired generally about the Plan were Ms. <br />Jane Aylward of 402 West Point Court and Mr. William R. Briggs, Jr. of <br />1200 Pennsylvania. <br />
