<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />November 12, 1986 <br /> <br />Mr. Fanchi replied that ATEC planned to landscape a three to five foot-wide strip <br />located outside the fence on the eastern side of the property. There are <br />currently five trees planted there, and ATEC would add fifteen smaller trees <br />which, over time, would grow to provide an effective screen. He stated that <br />purchasing and installing mature trees would be too expensive. Mr. McCauley <br />asked if ATEC had any plans to buffer the nursing home to the south from the <br />parking area. Mr. Lerman replied that there were many trees in the adjoining <br />vacant lot and that the lot itself reduced the effectiveness of any buffer. <br />Chairman Hamilton and Mr. McCauley also asked about the possibility of repairing <br />the perimeter fence as it was missing many slats and was generally unsightly. <br />Mr. Fanchi replied that if the Commission and Council required such repair, ATEC <br />would comply. Mr. Goldman asked Mr. Lerman what efforts had been made to stop <br />the tractor-trailers and other vehicles from parking overnight on the northern <br />portion of the property. Mr. Lerman replied that he had notified several drivers <br />of trucks who parked there overnight not to do so again. He would continue his <br />efforts to prevent this overnight parking but stated that it would be difficult <br />to prevent parking of cars on the lot in the evening for various neighborhood <br />activities. He would, however, post some type of "No Parking" or "No <br />Trespassing" sign. <br /> <br />Chairman Hamilton and Mr. Goldman stated that the applicant had proposed several <br />good ideas to help alleviate the potential screening and security problems on the <br />property. However, Commission members had expected to review a detailed land- <br />scape plan, an item regularly required during review of a conditional use permit <br />application. While other issues such as security and parking by parties not <br />affiliated with ATEC could be resolved in writing, a drawing detailing proposed <br />planting, fencing and parking areas is necessary to dictate conditions of the <br />permit. Mr. Rice suggested that the applicant meet with planning staff before <br />the next Plan Commission meeting to work out effective landscaping details such <br />as spacing and specie. <br /> <br />Chairman Hamilton noted that the next regularly scheduled Plan Commission meeting <br />would be on January 28, 1987. Mr. Fanchi and Mr. Lerman stated that they would <br />present a complete proposal for the conditional use permit in January to better <br />work out the landscaping and security details. Plan Commission members agreed to <br />review ATEC's final proposal in January, 1987. <br /> <br />PROPOSAL TO REZONE CERTAIN PROPERTIES LOCATED ON NORTH AND SOUTH ROAD, WARDER <br />AVENUE AND DONNE AVENUE FROM "SR" TO "PD" <br /> <br />Mr. Thomas S. Sommers of 512 Warder Avenue presented his proposal to rezone ten <br />single-family properties along North and South Road, Warder Avenue and Donne <br />Avenue to "PD"-Planned Development District for the purpose of developing a <br />condominium project at the south city limits. Mr. Sommers stated that John Cohen <br />& Associates, Inc. had completed preliminary schematics and site plans for the <br />condominium project consisting of four buildings, each with 12 units averaging <br />1400 square feet each. The first level of each building would contain enclosed <br />parking for 20 cars. The project would also include provision for outdoor guest <br />parking, both an east and west access via a private street, a southern access via <br />Donne Avenue and a pool/recreation area.
