<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 3 <br />January 28, 1987 <br /> <br />Mr. Brammeier stated that in response to a request by Mr. Sommers he consulted <br />the City of Clayton regarding any future possibility of closing Brentwood <br />Boulevard at its north city limits. Clayton city officials informed Mr. <br />Brammeier that they had no plans to close Brentwood Boulevard because a <br />condominium project had been proposed near the north city limits. <br /> <br />Chairman Hamilton asked Mr. Goldman to comment on Mr. Sommer's latest <br />proposal. Mr. Goldman stated that changes relating to the swimming pool <br />setbacks were a definite improvement and that Mr. Cohen had clarified his <br />question as to the structure depicted at the entry to the project from North <br />and South Road. This would be a gatehouse for the project and not a pool <br />house. Mr. Goldman stated that the changes in the parking area were an <br />improvement and that Commission members had just received the information on <br />the size of the one-bedroom units. The topography seemed to have worked out <br />well with the steepest grades on the roadway at 8 percent and the ramps down <br />to the garage entrances at 12-1/2 percent. Mr. Goldman stated that Commission <br />members had also just received information regarding the economic feasibility <br />of the project and traffic concerns. Mr. Goldman asked Mr. Brammeier to <br />explain the basis for his information on traffic generated by the project. <br />Mr. Brammeier responded that he used the standard trip manuals and accepted <br />tests for traffic generation within the St. Louis area. <br /> <br />Several members of the audience were invited by Chairman Hamilton to express <br />their views about the project or ask questions of the Commission and the <br />developer. Mr. Ronald Haug of 7933 Lafon expressed his concern about the <br />potential increased traffic impact on Lafon Avenue. He was concerned about <br />the use of Lafon as a short cut from Brentwood Boulevard to North Forsyth. <br />Mrs. Roseann Cohen of 531 Donne Avenue was concerned about the traffic within <br />the project feeding onto Donne Avenue. Chairman Hamilton explained that the <br />latest proposal by the developer would eliminate the opening on Donne Avenue <br />from the cul-de-sac into the alley. Mrs. William Goldsand of 543 Donne Avenue <br />asked if the cul-de-sac would be eliminated. Mr. Sommers stated that the <br />cul-de-sac would remain; only its opening to the south would be closed. Mr. <br />Tom Engelhardt of 7830 Lafon Avenue expressed his concern over the illegal use <br />of Warder Avenue as a two-way street and the increased traffic on Lafon if it <br />were used as a short cut from Brentwood to North Forsyth. Mr. Steve Cline of <br />7821 Lafon Avenue also expressed his concern over Lafon being used as a short <br />cut between Brentwood and North Forsyth and expressed an additional concern <br />about the size of the proposed condominium units, the quality of construction <br />and its compatibility with the neighborhood. Mr. Jeff Weinberg of 519 Donne <br />Avenue asked what was the current zoning on the project property and why it <br />needed to be changed. Mr. Goldman explained that the current zoning on the <br />property is "SR"-Single Family Residential and that the regulations for <br />"PD"-Planned Development District would be the proper zoning for the proposed <br />condominium project because it allowed for a higher density of residential <br />units. Mr. Weinberg also asked about the runoff of water from the site toward <br />Delmar Boulevard. Mr. Cohen responded that there would be more runoff from <br />the site, but that the site could be engineered to properly accommodate the <br />
