Chairman Hamilton stated <br />that the Commission would first hear Mr. Sommer's presentation and those of <br />his associates. Next, the Commission would receive planning staff's <br />recommendations and comments. Finally, Commission members would receive <br />questions or comments from the audience. <br /> <br />Mr. Sommers thanked Commission members for the opportunity to present his <br />revised rezoning proposal. He introduced Mr. John Cohen of John Cohen and <br />Associates, Architects, to present the revisions to the previously proposed <br />project. Mr. Cohen presented revised site plans and site sections of the <br />project and reviewed the specific changes made in the past two months. First, <br />Mr. Cohen explained that the schematic grading plan depicted the most extreme <br />example of topography changes on the site. Information gleaned from an aerial <br />survey showed that parking areas would have a 4 percent slope and the driveways <br />down to the covered parking would have a 12 percent slope. The topographic <br />changes on the site were more dramatic than initially anticipated; however, <br />they corresponded well with the present plans and served to eliminate much of <br />the effect of height of the condominium buildings. The revised site plan <br />depicted a greater setback for the proposed pool from North and South Road as <br />well as a gate house at the entrance to the proposed new street from North and <br />South Road. The gate house was not an enclosed structure and was not intended <br />as a pool house or common entertainment center. The number of one bedroom <br />units (totaling 1,000 square feet each) was increased to 16 to allow for a <br />reduction in paving, parking and overall height of the buildings. The parking <br />ratio for the units was increased and 6 guest parking spaces would be provided <br />for each building. Mr. Cohen distributed copies of projected development <br />expenses to Commission members to address the issue of the project's financial <br />feasibility. <br /> <br />Mr. David Brammeier of Crawford, Bunte, and Brammeier, Consulting Engineers. <br />presented a traffic study to Plan Commission members regarding the traffic <br />impact of the proposed condominium project on the surrounding neighborhood. <br />He stated that his conclusions suggested that the cul-de-sac on Donne Avenue <br />be closed at the south to eliminate the possibility that the proposed new <br />street within the project could be used as a short cut from Brentwood/Warder <br />to Delmar. According to Mr. Brammeier, the development would generate 20 a.m. <br />trips with 3 in and 17 out and 30 p.m. trips with 20 in and 10 out. He <br />concluded that this volume of traffic would not create a significant impact on <br />the surrounding neighborhood. He continued by saying that one issue remained <br />regarding adequate intersection site distance from the new street onto North <br />and South Road because of the downward slope and curve from south to north. He <br />stated that optimum site distance could be provided either by the elimination <br />of on-street parking or by removal of other site distance obstructions on <br />North and South Road. If the site distance was not adequate. then it would be <br />necessary to make the new street one way from east to west. The exact location <br />of the proposed street's intersection with North and South Road must be field <br />inspected prior to making any final decisions. <br />
