He <br />therefore opposed a change in the zoning of these properties. He felt that <br />there were only certain areas for this size of development and that it should <br />take place closer to the major thoroughfares as would the two previous "PD" <br />proposals. Mr. Rice stated that he thought the large buildings were <br />inappropriate for the Warder/Donne neighborhood and that the "PD" designation <br />was more appropriate for busier streets where size would not likely overshadow <br />single-family homes. Chairman Hamilton stated that he had some of the same <br />concerns as the audience and members of the Plan Commission but thought that <br />the proposal was potentially successful. He stated that it could improve <br />conditions in the neighborhood and be compatible with Clayton development. <br /> <br />After further discussion, Ms. Schuman moved that the Plan Commission recommend <br />denial of the application to rezone the ten properties* along North and South <br />Road, Donne Avenue and Warder Avenue from "SR" to "PD". Mr. McCauley seconded <br />the motion. Mr. Rice stated that he would abstain from the vote since he had <br />not been present during the entire discussion. Chairman Hamilton asked if <br />there was any further discussion of the motion. Ms. Cook asked if there was a <br />solid proposal in Clayton at its north city limits for condominium <br />development. Mr. Sommers stated that to the best of his knowledge, Clayton <br />had rezoned the area at the north city limits for a specific condominium <br />project. Chairman Hamilton called for a vote on the motion which passed by a <br />vote of 4-1 with 1 abstention. <br /> <br />REQUEST TO SUBDIVIDE 7417 DELMAR BOULEVARD FOR CONDOMINIUMS <br /> <br />Mr. Ernest Shapiro detailed for Commission members his plans to convert a <br />duplex he owned at 7417 Delmar Boulevard into two condominium units. He <br />stated that the three story building would have one condominium unit on the <br />first floor (1,850 square feet); the second and third floor would combine for <br />a 2,650 square foot unit. He stated that the basement and the garage would be <br />common elements. He opined that the selling prices for the units would be <br />$125,000 for the first floor unit and $175,000 for the second floor unit. <br /> <br />Mr. Goldman stated that the subdivision plat presented by Mr. Shapiro to the <br />Plan Commission was adequate for a preliminary plat but that for final <br />approval a site plan of the property should be included on the same plat sheet <br />and a more detailed depiction of the common entry would be necessary. Also, <br />the stairs to the second floor would need to be included as part of the second <br />floor unit; a north arrow would need to be applied to the plat before its <br />final approval. <br /> <br />*Mr. Sommers application requested rezoning the following properties from "SR" to <br />"PD": 515 North and South Road, 509 North and South Road, 501 North and South <br />Road, 512 Warder Avenue, 506 Warder Avenue, 500 Warder Avenue, 507 Donne <br />Avenue, 501 Donne Avenue, 502 Donne Avenue, 500 Donne Avenue. <br />
