.

.

Minutes - Plan Commission
Page 6
January 28, 1987

Ms. Cook moved that the Plan Commission approve the preliminary plat for 7417
Delmar Boulevard into condominiums. Mr. Washington seconded the motion which
passed by a vote of 6-0.

ELECTION OF OFFICERS OF THE PLAN COMMISSION

Chairman Hamilton stated that according to the bylaws of the Plan Commission,
officers should be elected at the first meeting of the year. The Commission
needed to elect a chairman and vice chairman. Mr. McCauley moved that the
Plan Commission elect to keep the same officers as they had elected for 1986
with Esley Hamilton for the office of Chairman and Mary Schuman for the office
of Vice Chairman. Mr. Rice seconded the motion which was passed unanimously.

OTHER BUSINESS

Mr. Goldman stated, for Commission member's information, that Michael Kennedy
had been seriously injured in a skiing accident and would not be able to
attend Plan Commission meetings for the next couple of months.

Chairman Hamilton stated that Plan Commission members should know that the tax
credit for Historic Preservation would not be phased out in 1987, but it would
be reduced from a 25 percent credit to a 20 percent credit in 1987. He also
stated that there would be a change in the age of buildings which could
qualify for the tax credit. A building would have to be 50 years old rather
than 40 years old for the tax credit to apply.

Chairman Hamilton stated that he was pleased to see that the majority of Plan
Commission members would attend the Plan Commissioner's Workshop sponsored by
the St. Louis Metropolitan Section of the APA on Thursday, January 29, 1987.
He stated that these were valuable training sessions for members.

Chairman Hamilton inquired about the concerns expressed by audience members
earlier in the meeting about the new house at 7805 Lafon Avenue. He remembered
that the Plan Commission had reviewed the proposal for subdivision of the
property at 7801 Lafon and had specifically asked about the topography of the
site. Mr. Goldman stated that the issue of conformity with the height
standards of that neighborhood had been overlooked in the plan review for the
building permit.

Chairman Hamilton asked why ATEC Liquidations, Inc. had not presented their
landscaping plan for their Conditional Use permit application. Mr. Goldman
stated that he had received the information from Mr. Lerman and Mr. Fanchi too
late for the plans to be included on tonight's agenda; also, the plan was
inadequate for review.

ADJOURNMENT

The meeting adjourned at 9:57 p.m.
