<br />Minutes - Plan commis~ <br />Page 7 <br />May 27, 1987 <br /> <br />. <br /> <br />Ms. Schuman expressed her concern over recent City Council decisions to <br />approve non-retail uses along Delmar Boulevard in the Loop. She stated that <br />in light of the recently adopted 1986 Comprehensive Plan as well as the intent <br />and purpose of the "RC" district regulations of the Zoning Code, the Plan <br />Commission should support continued use of the ground floor spaces along <br />Delmar Boulevard for retail establishments. She suggested that the Plan <br />Commission adopt a resolution evidencing this view. After further discussion <br />Ms. Schuman moved that the Plan Commission adopt the following resolution: <br /> <br />A RESOLUTION OF PLAN COMMISSION <br />SUPPORT FOR RETAIL USE OF GROUND FLOOR SPACES <br />WHICH HAVE FRONTAGE FACING A STREET IN <br />UNIVERSITY CITY'S "RC"-RETAIL COMMERCIAL DISTRICT <br /> <br />WHEREAS, the 1986 Comprehensive Plan for the City of University City was <br />adopted by the City Plan Commission on November 12, 1986, to serve as a guide <br />for public and private actions involving the future growth and development of <br />the City; and <br /> <br />WHEREAS, Chapter 15 of said Comprehensive Plan cites the goal of maintenance <br />and improvement of the special character of the University City Loop to be <br />achieved through the strategy of continuing current policies and zoning <br />controls particularly with respect to street-level uses along Delmar Boulevard; <br />and <br /> <br />WHEREAS, Section 34-4 of the University City Zoning Code originally adopted by <br />the City Council of University City on October 19, 1970, dictates the <br />locations and boundaries of zoning districts established on the Zoning Map and <br />Section 34-36 of said Zoning Code originally established the "RC"-Retail <br />Commercial District and located its boundaries on said Map on October 25, <br />1976; and <br /> <br />WHEREAS, Section 34-36.1 states the intent and purpose of the Retail <br />Commercial District as a district intended to accommodate a wide variety of <br />retail commercial uses, including both convenience retail and those which <br />attract shoppers from a larger market area, with ground floor spaces which <br />have frontage faCing a street to be limited to retail use with site plan <br />approval required for non-retail use; and <br /> <br />WHEREAS, Section 34-69.3 requires that the City Council shall not approve a <br />site plan application unless it finds that satisfactory provision and <br />arrangement has been made regarding specific review criteria; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLAN eOMMISSION OF THE eITY OF <br />UNIVERSITY eITY, MISSOURI, AS FOLLOWS: <br /> <br />Section 1. That the Plan Commission supports retail use of ground floor <br />spaces with frontage faCing a street in University eity's "RC"-Retail <br />Commercial District in accordance with the 1986 Comprehensive Plan and the <br />University City Zoning Code. <br />
