<br />. <br />Minutes - Plan Commission <br />Page 6 <br />May 27, 1987 <br /> <br />. <br /> <br />REQUEST TO AMEND TEXT OF ZONING CODE SECTION 34-37.3(6): PERMITTED USES IN <br />"Le" DISTRICT <br /> <br />Chairman Hamilton stated that the Commission had received a request to amend <br />Section 34-37.3(6) of the University City Zoning Code by Mr. Joseph Mach, <br />President of American Cleaners. Mr. Goldman stated that this request was <br />submitted in conjunction with a development proposal for the northwest corner <br />of Hanley Road and Delmar Boulevard. He stated that Mr. Mach proposed a dry <br />cleaning business for this "LC" district property. In reviewing the proposal, <br />he noted that the "LC" district limits dry cleaning operations to pick-up <br />stations with no processing on the premises. He stated that this Use <br />Regulation was somewhat outdated and that today's dry Cleaning processes were <br />more safe and efficient. He reviewed zoning codes of surrounding <br />municipalities; some restricted dry Cleaning operations to pick-up stations <br />while others restricted dry cleaning operations by the number of employees or <br />the types of solvents used. He suggested a combination of these requirements <br />and proposed that the "LC" district allow "dry cleaning and laundry <br />establishments employing no more than five persons on premises. The operation <br />would be limited to processing goods received on the premises from retail <br />trade only with no home delivery service and using only non-flammable <br />solvents." Mr. Mach had originally proposed a limitation on the floor area for <br />the processing, but Mr. Goldman proposed the previous alternative. Chairman <br />Hamilton asked if Mr. Mach would have any problems with these limitations. He <br />replied that he would not. Mr. McCauley commended Mr. Goldman on his review <br />of the surrounding municipalities' zoning ordinances regarding this issue. <br />Mr. McCauley suggested, however, that the word "solvents" be changed to <br />"cleaning agents" in an effort to accommodate any technological change in the <br />industry. <br /> <br />After further discussion, Mr. McCauley moved that the Plan Commission <br />recommend adoption of the following text amendment thereby amending Section <br />34-37.3(6) of University City Zoning Code: <br /> <br />34-37.3 Permitted Uses, Paragraph 6. Dry cleaning and laundry <br />establishments employing no more than five persons on the premises <br />at anyone time, limited to processing goods received on the premises <br />from retail trade only, with no home delivery service, and using only <br />non-flammable cleaning agents. <br /> <br />Mr. Washington seconded the motion which passed by a vote of 5-0. <br /> <br />OTHER BUSINESS <br /> <br />Chairman Hamilton stated that he had received a letter from Lisa Van Amburg, <br />Chairperson of the Historic Preservation Commission, regarding the <br />Commission's inquiry into possible designation of the homes on Linden Avenue <br />for a local historic district. He had learned that a preliminary meeting <br />between the Historic Preservation Commission and residents of the area would <br />be held on the 7th of June at the corner of Linden Avenue and Pershing Avenue. <br />He stated that members of the Plan Commission were encouraged to attend and <br />should contact Ms. Van Amburg or the Planning Department for the meeting time. <br />
