<br />Minutes - Plan commis~ <br />Page 5 <br />May 27, 1987 <br /> <br />. <br /> <br />3145 South Grand Avenue, planned to expand its retail operation to 6318 Delmar <br />Boulevard. Martha Parmley, his wife, explained that they would sell packaged <br />foods, grocery items and deli items and have an expresso bar on the premises. <br />The sale of deli items and the expresso bar required that they apply for the <br />Conditional Use Permit for a carry-out restaurant as defined in the Zoning <br />Code. The Parmleys indicated that they had received encouragement from other <br />merchants in the Loop area to locate their retail operation there. They <br />stated that another restaurant had received Site Plan Approval by the City <br />Council at the same location but had never commenced business. <br /> <br />Chairman Hamilton asked Mr. Goldman to comment on the application. Mr. <br />Goldman stated that the first condition he proposed was with respect to new <br />paving and striping of the parking lot area to the rear of the building. This <br />task had been completed and could therefore be omitted. He stated that any <br />requirement for a restaurant use would be submission of a suitable refuse <br />disposal plan. He also suggested that, other than beverages, carry-out items <br />should be limited to those prepared off premises. The Parmleys agreed that <br />these conditions could easily be met. The Parmleys reviewed some of the <br />interior and exterior physical changes that would be required by their <br />occupancy. <br /> <br />Mr. McCauley expressed his concern regarding cooking on the premises; if the <br />Parmleys were successful and wished to prepare food on the premises, the <br />Commission should be concerned about efforts to control aromas or odors in the <br />neighborhood to the south. He suggested that an additional condition be: "No <br />food preparation on the premises should produce odors readily perceptible <br />beyond the lot line." Mr. Kendall inquired how the Parmleys control odors at <br />their Grand Avenue location. Mrs. Parmley responded that there are many <br />restaurants in the Grand Avenue area, all of which have appropriate fans and <br />exhaust systems for the kitchens. <br /> <br />After further discussion Mr. Kendall moved that the Plan Commission recommend <br />approval of the Parmley's application for the Conditional Use Permit subject <br />to the fOllowing conditions: <br /> <br />1. A suitable refuse disposal plan must be submitted to and approved by the <br />Director of Public Works. <br />2. Other than beverages, carry-out items shall be limited to items that are <br />prepared off premises. <br />3. There shall be no food preparation on the premises which produces odors <br />which are readily perceptible at any point at or beyond the lot line of <br />the property on which the use is located. <br /> <br />Mr. Washington seconded the motion which passed by a vote of 5-0. <br /> <br />REQUEST TO REZONE FIVE PROPERTIES ON NORTH AND SOUTH ROAD FROM "SR" TO "PD" BY <br />MR. TOM SOMMERS <br /> <br />Sarah Elwood informed Commission members that Mr. Sommers had requested <br />that this agenda item be withdrawn. <br />
