.

.

Minutes - Plan CommIssion
Page 2
June 24, 1987

Chairman Hamilton opined that the merchant spaces should be equally desirable to
tenants. Mr. Ollendorff stated that this was the ultImate goal: however, if some
spaces were larger or not easily accessed from the side, they could be leased as
retaIl outlets of hard goods. Mr. Rice inquired if the tenants would use each space
on a full-time basis. Mr. Ollendorff replied that vendors could possibly lease space
for three days a week with another vendor leasing for the remainder of the week.
Mr. Ollendorff stressed that all the current merchants involved in the Market were
interested in year-round sales. Ms. Kreishman stated that the outdoor plaza area or
green area to the front and side of the Market should be as expansive as possible.
Mr. McCauley stated that the land on which the Market is currently located is owned
by the Land Clearance for Redevelopment Authority (LCRA), an agency of the City. He
asked how the continued use of the Market would fit with the present ZonIng Code,
especIally if it Included restaurant use. Mr. Ollendorff stated that this point was
one that should be considered and suggested that Planning staff should research the
issue. He stated that a current problem wIth the Market was use of spaces for
cooking or carry-out restaurants. There was a problem with those restaurants meeting
County Health codes: the new proposed model would provIde adequate plumbing and
electrical facilities to meet County Health codes. Mr. Rice stated that the
Market-in-the-Loop was conceived to put vacant land to use on a temporary basis. He
asked if the current location was the best location for the Market and If more
extensive development would be better for this lot. Mr. Ollendorff stated that
McCormack, Baron & Associates had done a feasibility study of this particular lot and
concluded that it was a difficult lot to develop because of the former right-of-way
on the east side of the lot and a maze of utIlItIes underground.

Mr. Ollendorff thanked Commission members for their input and stated that If they had
any further questIons or comments, he would be happy to speak with them at their
convenience.

ELECTION OF OFFICERS

OutgoIng Chairman HamIlton opened nomInatIons for the offIce of Chairman of the CIty
Plan CommissIon. Mr. Kendall nomInated Mary Schuman for the offIce of Chairman. Ms.
Schuman declined the nomination stating that she had had an opportunity to serve the
Plan Commission in a unique way in the prevIous year with the edition of the
Comprehensive Plan, and other personal commitments prevented her from accepting the
nomination. Mr. Kendall then nominated Matthew P. McCauley for the office of
Chairman. Ms. Schuman seconded the motion. Mr. Rice moved that Mr. McCauley be
declared Chairman by acclamation. Ms. Schuman seconded the motion and Mr. McCauley
was thusly declared Chairman of the City Plan Commission.

Chairman McCauley stated that a vote of sincere thanks should be extended to Mr.
Hamilton for his service as a member and Chairman of the Plan CommissIon. Mr.
McCauley stated that Mr. HamIlton'. professIonal background and personal dedication
had been an asset to the Plan Commission during his years of service. Commission
members expressed theIr gratitude for Mr. Hamilton's service to the City Plan
Commission.

Chairman McCauley opened nomInations for the office of Vice Chairman of the City Plan
Commission. Ms. Schuman nominated Canice T. Rice, Jr. for the office of Vice
Chairman. Mr. Kendall seconded the motion and Mr. Rice was unanimously elected to
the office of Vice Chairman.
