<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 4 <br />June 24, 1987 <br /> <br />Mr. Rice moved that the Plan Co..issIon recommend approval of the Grossman's <br />applicatIon for CondItIonal Use Permit No. 252 subject to the following conditions: <br /> <br />1. The permit should be granted to the applIcants and if the applIcants discontInue <br />as prIncipal operators or users of the ConditIonal Use Permit, the permit shall <br />become null and voId unless the City Council shall fIrst transfer the conditional use <br />to another operator. <br /> <br />2. There shall be no cooking or frying on the premises. <br /> <br />3. Refuse storage shall be provIded on the north side of the buIlding as approved by <br />the Director of PublIc Works. <br /> <br />4. Signs shall be In strict compliance with the Sign Code and windows shall not be <br />outlined in lights. <br /> <br />5. Closing hours shall be subject to review of the City CouncIl after six months of <br />operation, with the City Council having the authorIty to requIre earlIer closing <br />hours if It finds nearby apartment resIdents are being disturbed by noIse .enerated <br />by late night patrons of the restaurant. <br /> <br />6. The operators shall regularly police the area adjacent to the restaurant to <br />remove litter and debris. <br /> <br />7. Public restroom facIlitIes shall be available for patrons. <br /> <br />Mr. March seconded the motion which passed by a vote of 6-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT NO. 249. MR. ROBERT K. BUCKNER. LIVING WORD <br />APOSTOLIC CHURCH AT 7740 OLIVE BOULEVARD <br /> <br />Chairman McCauley asked Elder Buckner to come forward and present hIs request for an <br />applicatIon for a Conditional Use Permit to use the premIses at 7740 OlIve Boulevard <br />for the Living Word Apostolic Church. Mr. Buckner stated that he had met with Mr. <br />Goldman In accordance with the Plan Commission's recommendation of last month and was <br />amenable to all the conditions suggested by PlannIng staff for recommendation of a <br />Conditional Use Permit. This included limItation on the occupancy load, a redesign <br />of the parkIng lot and landscapIng plan, revIew of exterior renovatIons by the <br />HIstoric Preservation CommIssion and deadlInes for paving and landscapIng. He also <br />agreed to meet with the City Manager regarding the financial feasibIlity of the <br />church project. <br /> <br />Ms. Schuman asked if the suggested lImitatIon on the occupancy load would present a <br />problem for the church. Mr. Buckner stated that the initial membership of the church <br />would be 125 persons and he did not anticipate a fast rate of growth for the <br />congregation. He further stated that the parking lot was adequate for the church's <br />present need: he would be willIng to seek addItional parkIng in the area if the need <br />arose. Mr. Kendall noted that the lot east of 7740 Olive was vacant and asked Mr. <br />Buckner if he planned to purchase that lot for additional access or more parking <br />area. Mr. Buckner stated that he would be willing to buy that lot given the <br />
