Mr. McCauley stated that once a subdivision plat was <br />recorded at the County Recorder of Deeds depictIng a landlocked parcel, the CIty <br />would have no recourse over a third party purchasing and buildIng on the landlocked <br />property. Mr. Ollendorff stated that exIstIng lot. without accesl to streets had <br />posed major problems for the City. Mr. McCauley asked Mr. Weisman if his clIents <br />would be amenable to submitting for Plan CommIssion and CIty Council revIew a <br />proposed plat that would include the land which Tomco, Inc. proposed to sell to the <br />Two-O-Five Corporation as part of the Two-O-Five property without a leparate lot <br />depIcted. In this way, the Plan Commission and CIty Council would be able to approve <br />such a plan in accordance wIth the Zoning Code and SubdIvIsIon Ordinance. At the <br />time of sale of the land, the record plat could be recorded with the County Recorder <br />of Deeds. Mr. Marsh and Ms. Schuman concurred with this suggestion. <br /> <br />After further discussion Mr. RIce moved that the request to subdIvide the property at <br />1435 Woodson Road known as the T.K.G. SubdIvIsion be denied. Mr. Marsh seconded the <br />motion whIch passed by a vote of 6-0. <br /> <br />REQUEST TO REZONE FIVE PROPERTIES ON NORTH AND SOUTH ROAD FROM "SR" TO "PD" BY MR. <br />TOM SOMMERS <br /> <br />Chairman McCauley asked Mr. Sommers to come forward and present his request to rezone <br />five properties along North and South Road. Mr. Sommers stated that on May 18, 1987 <br />he had submitted a request to rezone the properties at 501, 509, 515, 519 and 523 <br />North and South Road. He had requested that the rezoning applicatIon be postponed <br />untIl the Plan CommIssIon's regular June meetIng in order to complete a market study <br />and collect economIc feasibility information on the project for the Plan ComaIssion <br />and City Council. He stated that while there was not much market information <br />available within University City because of the fledgling condominium market here, <br />his telephone calls to the Realtor for the condominIums being erected at the <br />southwest corner of Hanley Road and Pershing Avenue IndIcated presale of two unit.. <br />He felt there was a good condomInium market in UnIversity City and he hoped to <br />develop condominiums similar to those on Hanley Road and Pershing Avenue. He stated <br />that his market study information primarily reflects the market in Clayton. He <br />stated that the KingSbury Place condominium. and new units being erected on North <br />Brentwood Boulevard were selling quickly with sale prices between $125 and $135 per <br />square foot. He presented Plan CommissIon members with a study by Mr. Henry Miller, <br />an architect who had conducted a study of the Clayton condomInIum market for course <br />work at Washington UniversIty. Mr. Sommers felt that hIs location on North and South <br />Road was better suited than many Clayton locations for condominium development; he <br />requested that Plan Commission members recommend rezonin~ of these parcels into the <br />"PD"-Planned Development District. <br /> <br />Mr. Marsh asked if Mr. Sommers or his project team had conducted an KAI Economic <br />Feasibility Analysis or had an independent appraisal done for the proposed project. <br />Mr. Marsh also asked if Mr. Sommers had any prior experience in condominium <br />development. Mr. Sommers stated that he had no direct experience in condominium <br />development, but that his architect, Mr. John Cohen, had the necelsary experience. <br />
