<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />September 16, 1987 <br /> <br />The City Plan Commission held a Special Meeting in the Emergency Operations <br />Center of City Hall on Wednesday, September 16, 1987, convening at 7:34 p.m. <br />with Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT: <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Mary Schuman <br />Booker T. Washington <br /> <br />Council liaison: Joseph L. Adams, Jr. <br /> <br />Staff present: Al Goldman, Director of Planning, Sarah Elwood, Zoning <br />Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Marsh moved that the minutes of the August 26, 1987, meeting be approved <br />as submitted. Mr. Washington seconded the motion which passed unanimously. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #253, SHELL OIL COMPANY, 7449 OLIVE <br />BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had <br />scheduled a public hearing on a Conditional Use Application by the Shell Oil <br />Company in order to permit construction and operation of an automobile <br />filling station, car wash and food mart at 7449 Olive Boulevard. The <br />Chairman indicated that the Plan Commission was charged with the duty of <br />reviewing the application with regard to specific criteria: 1) the proposed <br />use is necessary for the public convenience at the proposed location, 2) it <br />is so designed, located and operated that the public health, safety and <br />welfare will be protected, and 3) it will not cause substantial injury to <br />the value of other property in the neighborhood in which it is located. <br /> <br />Chairman McCauley inquired if anyone was present to speak on behalf of the <br />Shell Oil Company's application. Al Michenfelder, Esq. introduced himself <br />to Plan Commission members and stated that he represented the Shell Oil <br />Company. Members of the engineering firm, Polk & Vouga, would also present <br />detailed site information to the Plan Commission. Mr. Michenfelder <br />explained that the Shell Oil Company now owns the property at 7449 Olive <br />Boulevard which it acquired from an independent Shell dealer within the past <br />year. The property had been used as an automobile filling station since <br />
