<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />October 28, 1987 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations <br />Center of City Hall on Wednesday, October 28, 1987, convening at 7:32 p.m. with <br />Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT: <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Mary Schuman <br />Booker T. Washington <br /> <br />Council Liaison: Joseph L. Adams, Jr. <br /> <br />Staff present: Al Goldman, Director of Planning, Sarah Elwood, Zoning <br />Administrator. <br /> <br />Councilmembers present: Mayor Janet Majerus, Byron Price, Betty Thompson. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Marsh moved that the minutes of the September 16, 1987 meeting be approved as <br />corrected. Mr. Kendall seconded the motion, which passed unanimously. <br /> <br />Mr. Washington arrived at 7:35 p.m. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT NO. 258, NORFLEET H. RAND, JR. DBA USART, <br />INC., 8327 FULLERTON AVENUE <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on a Conditional Use application by Norfleet H. Rand, Jr. dba <br />USArt, Inc. in order to allow the premises at 8327 Fullerton Avenue (formerly the <br />Greensfelder School) to be used as an office building. The Chairman indicated <br />that the Plan Commission was charged with the duty of reviewing the application <br />with regard to specific criteria: 1) The proposed use is necessary for the <br />public convenience at the proposed location, 2) It is so designed, located and <br />operated that the public health, safety and welfare will be protected, and 3) It <br />will not cause substantial injury to the value of other property in the neighbor- <br />hood in which it is located. Chairman McCauley further explained to those <br />present that a Conditional Use, such as the one being considered, is a use <br />permitted in a particular zoning district only upon the showing that the use in <br />the specified location will comply with the foregoing criteria specified in the <br />Zoning Code. Plan Commission findings and recommendations on the application <br />would be forwarded to the City Council for its consideration. <br />
