<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />October 28, 1987 <br /> <br />Chairman McCauley called on Mr. Norfleet Rand to present information on the <br />proposed use of the former school building including information on rehabilita- <br />tion of the building. Mr. Rand introduced his partner, Mr. Tim Wagner, who <br />explained that USArt, Inc. is a business which utilizes the process of computer <br />satellite imaging to produce graphics used in television, computerized mapping <br />programs and other electronic media. He stated that the company's use of the <br />building would include installation and maintenance of computers and other <br />equipment for the transfer of digital information onto computer discs or the <br />transmittal of the same information via a small satellite dish. Mr. Wagner <br />explained that USArt's customers would include broadcasting companies, civil <br />defense and municipal agencies, as well as the Federal Emergency Management <br />Agency (FEMA). <br /> <br />Mr. Wagner elaborated on the proposed renovation of the building and grounds by <br />displaying a site plan of the property as well as elevation drawings of the <br />proposed exterior and new courtyard. Mr. Wagner stated that only one former <br />classroom would require major renovation. The steel understructure of the roof <br />would be replaced. USArt proposed to remove a portion of blacktop south of the <br />building but would actually increase the parking area by 13 additional spaces. <br />Mr. Wagner explained that the building's solid construction and large surrounding <br />park area satisfied the company's need for quiet surroundings. USArt would not <br />require any loud machinery or any heavy vehicular traffic to service its <br />business. USArt's proposed renovations would include an extensive landscaping <br />plan and a new building facade with double pane windows and new exterior color. <br /> <br />Chairman McCauley asked Al Goldman, Director of Planning, to present the issues <br />cited in the Planning Department's report on the application. Mr. Goldman <br />responded that his favorable recommendation of the application was based on <br />USArt's limited requirements for employees, shipments and deliveries as well as <br />the quiet nature of its operation which would lend to its compatibility with the <br />surrounding neighborhood. USArt planned no intense vehicular activity which <br />would produce noise or danger to children in the neighborhood. Mr. Goldman did <br />recommend a limit on the number of employees, the number of daily deliveries or <br />shipments, and a requirement that the applicant submit a refuse storage plan, a <br />landscaping plan and signage plan. He also recommended a limitation of the <br />Conditional Use Permit to USArt, Inc., so that a general office use would not be <br />established as a precedent in this location. Mr. Wagner stated that he would <br />like to discuss the number of employees permitted on the premises at anyone time <br />and the allowable number of daily shipments and deliveries. He would willingly <br />submit preliminary plans for signage, refuse storage and landscaping; however, <br />USArt planned to have only a small ground-level sign south of the building. <br /> <br />Chairman McCauley asked those representing USArt to answer the questions of Plan <br />Commission members. Mr. McCauley asked if the School District's title to the <br />Greensfelder School property was free and clear of any restrictive covenants by <br />
