Signs, landscaping, loading area and refuse storage shall be installed and <br />maintained in accordance with drawings reviewed an~ approved by the Director <br />of Planning. <br /> <br />4. No changes in the property including new construction shall result in an <br />increase in storm water drainage onto adjacent properties. <br /> <br />5. A landscaping line of demarcation between the building and Greensfelder Park <br />shall be installed and maintained in accordance with a plan reviewed and <br />approved by the Director of Planning. <br /> <br />Ms. Schuman seconded the motion, which, after further discussion, was approved by <br />a vote of 7-0. <br /> <br />REQUEST TO AMEND TEXT OF ZONING CODE SECTION 34-40.3-CONDITIONAL USES IN "PA"- <br />PUBLIC ACTIVITY DISTRICT <br /> <br />Mr. Goldman explained that in anticipation of the potential zoning requirements <br />of USArt in occupying the former Greensfelder School building, Planning staff <br />proposed that regulations for the "PAn_public Activity District include the <br />Conditional Use of Research and Development Establishments (R & D). He stated <br />that R & D would provide a desirable reuse of some public buildings such as <br />churches or schools. He stated that R & D as a Conditional Use was already <br />included in the "PR-O"-Planned Residential-Office District regulations. In <br />response to Commission members' questions about this proposal, he reviewed the <br />BOCA Fire Prevention Code which contained various limitations on hazardous uses. <br />Also, the University City Building Code restricted many high-hazard uses without <br />special construction and safety considerations. Commission members agreed that <br />R & D as a Conditional Use in the "PAn_public Activity District may provide a <br />desirable reuse of buildings as long as none of the proposed uses were included <br />in the High-Hazard Use Group of the University City Building Code. After further <br />discussion, Ms. Kreishman moved that the Plan Commission recommend the adoption <br />of the following text amendment thereby amending Section 34-40.3 of the <br />University City Zoning Code by adding the following new subsection: <br /> <br />e. Research and development establishments engaged in the develop- <br />ment of electronic equipment, precision instruments or miniaturized <br />prototypes, so long as the occupancy of such an establishment at <br />anyone time does not exceed one employee per 170 square feet of <br />gross office, laboratory, processing or assembly floor area and <br />the use is not classified by the University City Building Code as <br />being in the High-Hazard Use Group. <br /> <br />Mr. Washington seconded the motion which passed by a vote of 7-0. Mr. Rice asked <br />if the R & D use enumerated in the "PR-O"-Planned Residential Office District <br />regulations consisted of parallel language. Mr. Goldman replied that it did not. <br />
