.

.

Minutes - Plan Commission
Page 6
October 28, 1987

Therefore, Mr. Rice moved that the Plan Commission recommend adoption of the
following text amendment thereby amending Section 34-34.4(12) of the University
City Zoning Code by deleting the present subsection and inserting the following
new subsection in its place:

e. Research and development establishments engaged in the develop-
ment of electronic equipment, precision instruments or miniaturized
prototypes, so long as the occupancy of such an establishment at
anyone time does not exceed one employee per 170 square feet of
gross office, laboratory, processing or assembly floor area and
the use is not classified by the University City Building Code as
being in the High-Hazard Use Group.

Ms. Schuman seconded the motion which passed by a vote of 7-0.

DISCUSSION OF PROPOSED AMENDMENTS TO TRUCK PARKING REGULATIONS

Sarah Elwood, Zoning Administrator, stated that she had incorporated the
Commission members' recommended changes into new proposed language for amendments
to Section 34-52.4b of the University City Zoning Code. Mr. Rice agreed with the
changes, but he questioned the fairness of prohibiting the parking of a truck in
the rear yard of a home if any other members of the truck owner's household own
any other motor vehicles. Commission members decided that truck parking should
be allowed in rear yards in any case, but truck parking should be limited in
front and side yards. Therefore, Ms. Schuman moved that the Plan Commission
recommend adoption of the following text amendment thereby amending Section
34-52.4b of the University City Zoning Code by adding the following new sub-
sections:

4. Private parking or storage of a truck not larger than six thousand
(6,000) pounds gross vehicle weight displaying a valid Missouri
license for a truck of that size is permitted in the rear yard of
a lot containing a single-family dwelling provided:

(a) There is no garage on the loti

(b) The truck is not a commercial motor vehicle;

(c) The truck does not exceed seven (7) feet in width, twenty
(20) feet in length or six and one-half (6-1/2) feet in
height, including camper tops or other modifications;

(d) The registered owner of the vehicle lives on the premises
where it is parked;

(e) The truck bed or cargo area is empty or completely
covered with opaque material; and

(f) Such parking takes place on a properly maintained and
properly drained pavement of concrete or blacktop with no
part of the truck overhanging the limits of the pavement.
