Ms. Kreishman asked if Ms. Minale proposed to <br />serve food items primarily to customers coming into her store while they <br />perused the imported merchandise. Ms. Minale stated that this would be the <br />case. Mr. McCauley asked Planning staff if such limited food service would <br />require a Conditional Use Permit. Mr. Goldman responded that a restaurant <br />without any carry-out service would require only a Site Plan Review by the <br />City Council; however, if any prepared food or beverage items were available <br />for carry-out, a Conditional Use would be required. Ms. Elwood explained <br />that sale of only packaged foods would not require a Conditional Use Permit. <br />Mr. Kendall asked the applicant if the other businesses in the retail center <br />shared a common method of trash disposal. Ms. Minale indicated that the <br />three businesses do share one dumpster, but the amount of trash and the <br />pickup schedule had not been a problem. <br /> <br />After further discussion, Mr. Marsh moved that the Plan Commission recommend <br />denial of the application for a Conditional Use Permit for a carry-out <br />restaurant at 7299 Olive Boulevard based on the shortage of available <br />parking. Ms. Kreishman seconded the motion. Chairman McCauley called for <br />discussion on the motion. Ms. Elwood asked Ms. Minale if she planned to <br />sacrifice display area of the imported gift items for space to prepare and <br />serve the carry-out food. Ms. Minale said she planned only to have two or <br />three small tables and a few stools along a counter for consumption of <br />coffee and pastries. Based on this response, Mr. Kendall moved that the <br />application for a Conditional Use Permit for a carry-out restaurant at 7299 <br />Olive Boulevard be tabled by the Plan Commission in order to allow the <br />applicant to resubmit a plan and written proposal detailing the food and <br />gift items she was planning to sellon the premises. Mr. Washington <br />seconded the motion which passed by a vote of 6-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT NO. 260. AUGUSTUS G. MOORE. JR. DBA <br />ALL-BRITE HAND CAR WASH. INC.. 6800 OLIVE BOULEVARD <br /> <br />Chairman McCauley stated that the Plan Commission had scheduled a public <br />hearing on a Conditional Use application by Augustus G. Moore, Jr. dba <br />All-Brite Hand Car Wash, Inc. in order to allow the premises at 6800 Olive <br />Boulevard to be used as a hand car wash and auto repair facility. Mr. <br />McCauley called on Mr. Moore to present information on the proposed use. <br />Mr. Moore introduced his representative, Ms. Yvonne Smith, to detail the <br />proposal and respond to the Planning Department report on the application. <br />Ms. Smith stated that Mr. Moore proPQ~ed a business which would provide <br />services such as oil changes, car washes, light motor vehicle repairs and <br />state inspections. She stated that Mr. Moore had received the Planning <br />Department's recommendations for operation of the business and proceeded to <br />explain that the owner of the property had agreed to remove underground <br />tanks and related piping before the car wash began operations. Mr. Moore <br />would limit repairs to those defined by the Zoning Code as "minor motor <br />vehicle repairs;" Mr. Moore had decided to perform no body worK or painting <br />work on the premises. Mr. Moore wished to discuss the proposed requirement <br />that all activities take place fully within the building. Ms. Smith stated <br />
