Ms. <br />Smith concluded that the applicant would gladly submit the proper site and <br />landscape plans for the Planning Director's review and approval and would <br />conform with all other Zoning Code requirements. <br /> <br />Mr. McCauley called on Mr. Goldman to present the issues cited in the <br />Planning Department's report on the application. Mr. Goldman stated that <br />the property at 6800 Olive Boulevard had been a former filling station, but <br />had most recently been used by the Narco Drug Company for private vehicle <br />servicing. He stated that body and painting work during evening hours was <br />not acceptable at this location because of the proximity to neighboring <br />residential properties. Mr. Goldman conceded that the requirement that all <br />activities be confined within the building would be difficult to fulfill and <br />had no particular objection to allowing drying cars out of doors. He felt <br />that there was no need to limit the number of cars on the property, but cars <br />parked or stored on the property should be in appropriately marked parking <br />spaces. He recommended approval of the application with the remaining <br />conditions listed in the Planning Department report of January 22, 1988. <br /> <br />Chairman McCauley asked those representing All-Brite Car Wash, Inc. to <br />answer questions from Plan Commission members. Ms. Kreishman asked if there <br />was a fence along the south property line which buffered the commercial use <br />from the neighboring residential properties. Mr. Moore stated that there <br />was such a fence. Mr. Kendall asked if Mr. Moore was aware of the expenses <br />in preparing the site for a car wash in compliance with the Planning <br />Department's recommendations. Mr. Moore stated that he was aware that the <br />underground tanks would have to be removed from the property and that the <br />landlord had agreed to undertake this responsibility. He further explained <br />that he proposed no body work or painting on the property as this would <br />entail greater investment. Ms. Kreishman asked about Mr. Moore's plans for <br />the two driveways off Olive and Ferguson which were currently chained off. <br />Mr. Moore stated that he would use the existing driveways but would chain <br />them off at night for security purposes. He would use one driveway as an <br />entrance to the property and the other driveway as an exit, both with <br />appropriate driveway signage. Mr. McCauley asked Mr. Moore if he <br />anticipated long lines of cars waiting for car wash or repair service. Mr. <br />Moore stated that cars waiting for service or washing would be assigned a <br />parking space and given a number for the order of service or washing. Mr. <br />Kendall asked if the applicant was willing to landscape the property as was <br />suggested by the Planning Director's report. Mr. Moore stated that he would <br />be willing to plant trees along the curbs of Olive and Ferguson. Mr. <br />Ollendorff stated that the State Highway Department owns at least 10 or 12 <br />feet beyond the curb on Olive Boulevard and that the applicant would have to <br />submit an accurate site plan of the property and landscape the appropriate <br />areas. After some discussion as to the depth of the right-of-way, Mr. <br />Goldman reiterated that the Planning Department would need an accurate site <br />plan before a business occupancy permit could be approved. Mr. Safe <br />suggested that an accurate site plan be presented to the Planning Department <br />before City Council review of the application. <br />
