<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 5 <br />January 27, 1988 <br /> <br />Chairman McCauley asked if any members of the public had any questions or <br />concerns about the application. Ms. Annie Jackson of 6805 Vernon Avenue <br />expressed her concern that the new owner of the property would not control <br />litter on the premises and would spread rubbish through the neighborhood. <br />She was also concerned with a continuing problem of storm water drainage <br />from Olive Boulevard onto several Vernon properties. She wanted to be <br />assured that water from the car wash would not flow onto or flood her <br />property. Mr. Moore stated that since he had agreed to wash cars inside the <br />building, very little water would come outside the building or flow onto Ms. <br />Jackson's property. He would gladly maintain the property, especially along <br />the fence line, in a proper manner. Ms. Faye Jordan of 6809 Vernon Avenue <br />also wanted to make sure that rubbish wasn't blown over the fence onto her <br />residential property. Mr. Moore stated that he would regularly police the <br />property to remove litter and debris so as to assure that rubbish would not <br />be blown around the neighborhood. He also stated that there were drains in <br />the pavement at the rear of the property to prevent any water from flowing <br />onto neighboring properties. After close review of the recommendations in <br />the Planning Department report, Ms. Kreishman moved that the Plan Commission <br />recommend approval of the application for a Conditional Use Permit to allow <br />the premises at 6800 Olive to be used as a hand car wash and auto repair <br />facility subject to the following conditions: <br /> <br />1. Underground tanks and related piping and valves shall be properly <br />removed, replacing and repairing damaged pavement. <br /> <br />2. Repair work shall be limited to "minor motor vehicle repair" as that <br />term is defined in the Zoning Code. <br /> <br />3. No body work or painting work shall be permitted at any time. <br /> <br />4. All activities involving minor motor vehicle repair and automobile <br />washing shall take place fully in the enclosed building and wash water shall <br />not be permitted to run onto adjacent property. <br /> <br />5. The applicant shall submit detailed site and landscape plans to the <br />Planning Director for review and approval. Landscaping shall be installed <br />and maintained in accordance with the approved plan. <br /> <br />6. Off-street parking spaces shall conform to Zoning Code standards and <br />shall be properly striped and maintained. All vehicles on the property <br />shall be parked or stored within such marked spaces. <br /> <br />7. Exterior lighting and lighting fixtures shall be shaded so that no <br />direct light shines on any property located in a residential district. <br /> <br />8. All signs shall be in strict compliance with the Zoning Code. <br /> <br />9. Hours of operation shall be limited to 7 a.m. to 8 p.m. on Monday <br />through Saturday and 7 a.m. to 4 p.m. on Sunday. <br /> <br />10. The operator shall regularly police the property to remove litter and <br />debris and shall maintain the property's clean appearance. <br /> <br />Mr. Marsh seconded the motion which passed by a vote of 6-0. <br />
