<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 6 <br />January 27, 1988 <br /> <br />REQUEST TO RESUBDIVIDE LOTS 44 AND 45 IN BLOCK 9 OF THE NORTH PARKVIEW <br />SUBDIVISION <br /> <br />Chairman McCauley called on Mary Fahey, Executive Director of the University <br />City Redevelopment Authority, who proposed, on behalf of the Authority, to <br />resubdivide Lots 44 and 45 in Block 9 of the North Parkview Subdivision. <br />Ms. Fahey stated that the Redevelopment Authority had recently purchased the <br />property at 6401 Cates, a vacant and derelict building in the University <br />City Loop Neighborhood. The resubdivision would increase Lot 45 (6401 <br />Cates) by an additional 1l feet for the purpose of constructing a driveway <br />to access the rear of the property and provide off-street parking. The <br />owner of Lot 44, the empty parcel to be reduced in size, had accepted a sale <br />contract for the western 11 feet of that lot. <br /> <br />Ms. Elwood stated that the resubdivision of these lots would not conflict <br />with requirements of Section 34-24.2 of the Zoning Code since Lot 44 would <br />remain vacant and in the same ownership as that of the single family lot to <br />its east. The 11 feet to be added to Lot 45 would access crucial off-street <br />parking for the multifamily building using an existing curb cut. Sixty feet <br />of frontage would remain for the single family property to the east. <br /> <br />After a brief <br />resubdivision <br />entitled "The <br />Subdivision." <br /> <br />discussion, Mr. Kendall moved that the Commission approve the <br />of property at 6401 Cates Avenue in accordance with the plat <br />Resubdivision of Lots 44 and 45, Block 9 of North Parkview <br />Mr. Safe seconded the motion which passed by a vote of 6-0. <br /> <br />REQUEST TO REZONE FIVE PROPERTIES ON NORTH AND SOUTH ROAD FROM "SR" TO "PD." <br />CHARLES SWEENEY DBA KELLEY PROPERTIES. INC. <br /> <br />Chairman McCauley asked Mr. Charles Sweeney to present his request to rezone <br />five properties on the west side of North and South Road near the south city <br />limits. Mr. Sweeney stated that he submitted a request to rezone the <br />properties at 501, 509, 515, 519 and 523 North and South Road for the <br />purpose of developing a residential condominium project. He stated that <br />Kelley Properties, the developer for the proposed project, had 24 years <br />experience in residential and commercial development and was currently <br />developing residential or office projects in Webster Groves, Des Peres and <br />an office campus on Manchester Road near 1-270. Kelley Properties proposed <br />to develop a 298 foot-wide stretch of property on North and South Road with <br />a 134 foot average depth for a three-story, 24 unit condominium building. <br />The building would be mostly of brick and would feature patios, balconies <br />and off-street parking divided between a 24 space underground garage and <br />surface parking north of the building. Mr. Sweeney detailed the types of <br />units to be included in the building which ranged in size between 930 and <br />l,300 square feet and ranged in price from approximately $150,000 to <br />$200,000. Mr. Sweeney stated that his project associates, Kelley <br />Construction Company and Stevens and Poehlman Engineers, could respond to <br />the Planning Director's report on the application and accompanying site <br />plan. Mr. Sweeney distributed amended plans which depicted a repositioning <br />
