<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />February 24, 1988 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations <br />Center of City Hall on Wednesday, February 24, 1988, convening at 7:32 p.m. with <br />Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen Marsh <br />Carl Safe <br />Booker T. Washington <br /> <br />Staff present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning; <br />Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the minutes of the January 27, 1988, meeting be approved as <br />submitted. Mr. Kendall seconded the motion which passed unanimously. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #262. JOHN KING DBA AIRPORT DEVELOPMENT <br />CORP.. 6221 VERNON AVENUE <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled a <br />public hearing on a Conditional Use Application by John King dba Airport <br />Development Corp. in order to allow the premises at 6221 Vernon Avenue to be used <br />as a motor vehicle repair and servicing facility. The Chairman indicated that <br />the property was currently zoned "IC"-Industrial Commercial and that the Plan <br />Commission was charged with the duty of reviewing the application with regard to <br />certain criteria: 1) The proposed use is necessary for the public convenience <br />at the proposed location, 2) It is so designed, located and operated that the <br />public health, safety and welfare will be protected, and 3) It will not cause <br />substantial injury to the value of other property in the neighborhood in which it <br />is located. Chairman McCauley further explained to those present that a <br />Conditional Use, such as the one being considered, is a use permitted in a <br />particular zoning district only upon the showing that the use in the specified <br />location will comply with the foregoing criteria as specified in the Zoning Code. <br />Plan Commission findings and recommendations on the application would be <br />forwarded to the City Council for their review. <br /> <br />Chairman McCauley called on the applicant to present information on the proposed <br />use of the property at 6221 Vernon Avenue. Mr. Ed Cody, attorney for the Airport <br />Development Corp., introduced himself, the applicant and the project architect, <br />Mr. Daryll Yahl. Mr. Cody explained that the proposed motor vehicle servicing <br />facility would be a muffler and "quick-change" oil shop and was part of a larger <br />
