Pastor Sykes had learned fro. <br />Planning Department staff that the on-site parking at 7273 Olive was not <br />adequate for a church use; but he had spoken with the owners of the <br />neighboring businesses, Midland Tool and Supply and Bernard J. Stock, <br />Accountant, about using their adjacent parking spaces during the hours when <br />the congregation would meet. He stated that in this way the total number of <br />parking spaces available to the congregation would total between 2S and 28 <br />spaces and the congregation would also use a van to transport congregation <br />members. <br /> <br />Chairman McCauley asked Mr. Goldman to present the issues cited in the <br />Planning Department's report on the application. Mr. Goldman stated that <br />the building was appropriate for a small church in that it was not designed <br />as a storefront building. He stated that the amount of on-site parking was <br />a serious concern. Eight cars could be properly parted on the site; however, <br />all the angle parking to the west of the bUilding belonged to Mr. Stock. <br />Mr. Goldman further explained that any agreement acceptable to the City for <br />off-site parking should be in writing. Mr. Goldman also explained that with <br />2,300 square feet of floor area in the bUilding, the amount of non-fixed <br />seating in the building could require as many as 46 parking spaces to <br />adequately fulfill the Zoning Code requirements. <br /> <br />As no members of the public were present to present any questions or <br />concerns about the application, Chairman McCauley called on the applicant to <br />answer questions from Plan Commission members. Mr. ~endall stated that he <br />usually held strong reservations about the compatibility of churches in <br />commercial areas. Pastor Sykes responded that most churches don't have .uch <br />flexibility in the selection of affordable and convenient locations. Pastor <br />Sykes stated that he hoped this bUilding would be a good investment and a <br />temporary location for the congregation if it grew at a desirable rate. <br />Chairman McCauley stated that the amount of parking available on the site <br />was his primary concern. Mr. Safe concurred. Mr. Goldman stated that at <br />least 30 cars would be parked on the site if the entire congregation <br />attended. Mr. Rice asked if it would be pOSSible for the congregation to <br />obtain control over adjacent parking spaces by easement or lease. Mr. Sykes <br />stated that while the neighboring business owners had been willing to extend <br />an oral agreement for church members to park on their property, they <br />hesitated to give a written agreement. Chairman McCauley asked if it would <br />be possible for the church to demonstrate to the Plan Co..ission how much <br />space inside the building would actually be used for church seating. Mr. <br />McCauley stated that planning staff may be able to guide Mr. Sykes with <br />information to help clarify these issues. <br /> <br />After further discussion, Ms. ~reishman moved to defer action on the <br />application until the April meeting of the Plan Commis.ion. Mr. Safe <br />seconded the motion and asked that the applicant come back with an assembly <br />capacity for the building and commitaents for additional parking spaces. <br /> <br />The motion to defer action passed by a vote of 7-0. <br /> <br />REQUEST TO SUBDIVIDE PROPERTY AT 7417 DELMAR BOULEVARD FOR CONDOMINIUMS <br /> <br />Mr. Ernest Shapiro, owner of the property at 7417 Delmar, informed <br />Commission members that he planned to subdivide the duplex he owned at this <br />
