<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />March 23, 1988 <br />Page 5 <br /> <br />Chairman McCauley asked if any members of the public had any questions or <br />concerns about the application. Frank Ollendorff, City Manager, agreed with <br />Commission members that the entire indoor portion of the Market should not <br />be changed to carry-out restaurant use. He suggested that the Commission <br />could approve the four intended carry-out tenants and separately review any <br />additional application for carry-out use on its own merit. <br /> <br />After further discussion, Ms. Kreishman moved that the Plan Commission <br />recommend approval of the application for amendment to Conditional Use <br />Permit #257 subject to the following amended condition: <br /> <br />1. The total space devoted to the preparation, storage and sales related to <br />carry-out restaurant uses exclusive of patron seating areas, shall be limited <br />to the 1,470 square feet depicted on the site plan presented to the Plan <br />Commission on March 23, 1988, as well as the specific carry-out restaurant <br />uses enumerated by the applicant; i.e. Mangia Italiano (660 square feet), <br />ice cream parlor {400 square feet}, Med Cafe (200 square feet), Chinese <br />restaurant (210 square feet). <br /> <br />Ms. Kreishman also moved that the Plan Commission recommend denial of the <br />addition of a carry-out window on the Delmar Boulevard frontage for the ice <br />cream parlor. Mr. Kendall seconded the motion. Chairman McCauley called <br />for discussion on the motion. Mr. Goldman clarified for Commission members <br />that the previous conditions for the indoor market building as well as the <br />one recommended at this meeting, did not apply to the outside portion of the <br />Market. Any tenant seeking to rent outdoor space is not affected by this <br />Conditional Use Permit. Mr. Rice stated his opinion that the original <br />intent of the Market building was to maintain the character of a public food <br />market. He stated that before the City abandoned this original intent, he <br />would appreciate hearing from all applicants for carry-out use. He stated <br />that every other individual carry-out business was required to have a <br />Conditional Use Permit prior to beginning its operation and he felt that the <br />Commission's proposed action was premature. Mr. Marsh stated that the <br />public window for ice cream carry-out would be a potential nuisance in the <br />retail neighborhood. He felt that this use should be controlled within the <br />building. Chairman McCauley called for a vote on the motion which passed by <br />a vote of 5-1 with one abstention. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #264. JOHN SYKES REPRESENTING THE <br />GRACE COMMUNITY CHURCH. 7273 OLIVE BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had <br />scheduled a public hearing on a Conditional Use application by John Sykes <br />representing the Grace Community Church in order to allow the premises at <br />7273 Olive Boulevard to be used for a church and related facilities. <br /> <br />Chairman McCauley called on the applicant to present information on the <br />proposed use of the property. John Sykes, pastor and founder of the 28- <br />member group known as the Grace Community Church stated that his <br />congregation currently met at the Olivette Community Center and was looking <br />for a permanent location for church facilities. Pastor .Sykes proposed that <br />the congregation would meet at the Olive Boulevard location on Sunday <br />
