Ms. Little stated that the District's <br />standards granted latitude for judgment by the Historic Preservation <br />Commission and the basic intent was to preserve larae elements of the <br />bUilding to contribute to the general character of the block frontage on <br />Linden. She stated that in an area under pressure for redevelopment, <br />district standards would provide another layer of control for preservation <br />of existing development. <br /> <br />Ms. Jean Dolan of 7531 Kingsbury Boulevard spoke in favor of the <br />designation. She reiterated Ms. Little's point that the District's <br />standards would provide an an additional layer of control for preservation <br />of the existing homes. Mr. Rice asked if it would not be possible to <br />enforce district regulations at the lowest possible level by drafting <br />restrictive covenants in the deeds for the properties included in the <br />proposed district. He would need to be convinced that the restrictive <br />covenants were not effective and that the district's standards provided by <br />the City would be the best route toward the accomplishment of the <br />neighborhood's goals. Ms. Irene Guay of 236 Linden felt that the District's <br />standards would preserve a historic asset to the City. Ms. Kreishman asked <br />if the residents of Clayton on the west side of Linden Avenue were in favor <br />of designation or if they were planning to adopt similar district standards. <br />Ms. Little stated that an alder.an from the City of Clayton as well as the <br />City itself had pledaed to maintain the single family residential character <br />of the neighborhood, and both were interested in University City's historic <br />efforts. Ms. Rebecca Schuham of 218 Linden stated that she had been in <br />constant contact regarding University City's efforts with members of the <br />block within the City of Clayton. Ms. Christen Luellen of 230 Linden Avenue <br />stated that as a new resident, she had not been exposed to the discussions <br />and debate regarding the Historic District Standards. Mr. Adams stated that <br />if the proposal was presented to the City Council, the City Council would <br />like to see a copy of the petition or some other evidence that everyone in <br />the neighborhood understood the contents of the proposed district <br />regulations. <br /> <br />After further discuSSion, Mr. Kendall moved that the Plan Commission <br />recommend approval of the Linden Avenue Historic District Standards to the <br />City Council. Mr. Rice seconded the motion which failed by a vote of 2-3 <br />with one abstention. <br /> <br />REQUEST TO AMEND ZONING CODE SECTIONS 34-24.4d and 34-52.5b. BOARD OF <br />ADJUSTMENT <br /> <br />Mr. Darwin Portman, Chairman of the Board of Adjustment of University City, <br />and resident at 7245 Cornell, stated that, in recent months, almost 40 <br />percent of variance cases before the Board of Adjustment concerned placement <br />of mechanical equipment in residential side yards. He stated that the Board <br />had drafted language for a proposed amendment in an attempt to aid <br />homeowners in placing air-conditioning or other cooling equipment in some of <br />the narrow side yards while still maintaining the spirit of the current <br />Zoning Code and protecting neighboring residents from noise or other adverse <br />conditions the equipment might create. Ms. Elwood and Mr. Portman explained <br />the proposed code changes through use of a set of diagrams. The mechanical <br />
