Mr. <br />McCauley stated that that proposal had not been submitted to the Plan Commission <br />before this meeting and that it was the Commission's decision whether to consider <br />the alternate plan or make a recommendation on the original application. <br /> <br />After further discussion, Mr. Marsh moved that the Plan Commission recommend <br />approval of the application for a Conditional Use Permit by Mr. Robert Salter <br />with the following conditions: <br /> <br />1. Transitional yards shall be provided along the north and south property lines <br />from Partridge Avenue to a point 500 feet west of Partridge. Chain link <br />fencing shall be provided around the north, west, and south property lines. <br />2. At least 20 parking spaces shall be provided in the parking areas east of the <br />building. <br />3. Driveways and loading areas shall be provided to directly serve the north and <br />south wings, with refuse boxes located outdoors on concrete pads in such <br />service areas and screened from public view. This may necessitate shifting <br />the buildings so that there is not less than a 35' side yard on the south and <br />north. <br />4. Meyer and Watts Avenues shall be closed off from the site by chain link gates <br />arranged to permit Fire Department emergency access to paved driveways on the <br />site. <br />5. Fire hydrants shall be installed where directed by the Fire Marshal. <br />6. The project shall be operated and maintained in accordance with a detailed <br />maintenance plan and schedule submitted to and approved by the City Manager. <br />7. Landscaping shall be installed and maintained in accordance with a detailed <br />landscape plan submitted to and approved by the Planning Director. <br />8. Exterior lighting shall be installed and maintained in accordance with a <br />detailed lighting plan submitted to and approved by the Planning Dirctor. <br />9. Late hour and overnight parking shall comply with a traffic and parking plan <br />submitted to and approved by the City Manager. <br />10. There shall be no expansion of facilities, building of additions or new <br />buildings, and no additional drives or parking other than as shown on plans <br />approved for this Conditional Use Permit, without the approval of the City <br />Council follOWing a recommendation from the Plan Commission after a <br />Conditional Use public hearing. <br />11. All existing buildings or portions thereof currently on the site shall be <br />demolished. <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 6-0. Chairman McCauley <br />informed Mr. Salter that his application would be forwarded to the City Council <br />for their consideration on May 2, 1988. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #266.
