<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 4 <br />July 27, 1988 <br /> <br />for this target area, the city needs to develop planning parameters and <br />identify the type of development the city would deem favorable. <br /> <br />Mr. Macias presented maps and exhibits to illustrate the potential development <br />area in question and to guide discussion regarding the area. Chairman <br />McCauley asked if the direction of development in this area was a response to <br />and continuation of the high density residential development north of the <br />business district within the City of Clayton. Mr. Goldman responded that the <br />Comprehensive Plan indicates the "PD"-Planned Development zoning district <br />regulations as potentially appropriate for this area by permitting higher <br />density residential and office development. Mr. Goldman also explained that <br />Mr. Londe has, over the past 20 years, had a pioneer view of this area and had <br />previously introduced the ideas of higher density development at a future time <br />when market conditions were appropriate. Mayor Majerus clarified for those <br />present the target area boundaries which, she stated, would not extend past <br />the single family properties on the west side of North and South Road. She <br />also mentioned the exclusion of the recently designated Linden-Kingsbury <br />Historic District consisting of 10 single family properties near the south <br />city limits. Mr. Macias clarified for Mr. McCauley that development in the <br />target area should not be a mere extension of downtown Clayton. <br /> <br />Mr. Londe and Mr. Macias indicated that the potential for higher density <br />development in the target area would require an expansion of commercial <br />services in the area, provision for adequate parking and a potential <br />rearrangement of the street grid in order to accommodate these needs. <br />Chairman McCauley expressed wariness at the potential for lack of planning <br />controls over development in this area. Mr. Safe stated that by defining an <br />overall concept for the area the city would retain more control than with <br />piecemeal and gradual rezoning of the area. Ms. Kreishman agreed with this <br />idea especially in response to the Plan Commission's experience with the <br />Kelley Properties proposal on North and South Road. Mr. Adams asked if one <br />developer would plan and develop the area or if a consortium of developers <br />would plan separate projects for the area. Mr. Rice believed that one <br />developer acquiring all parcels for redevelopment seemed unrealistic in the <br />extreme. Mr. Londe responded that the number of developers involved in the <br />area would depend on the Plan Commission's and the city's plans for the area. <br />He stated that Mr. Macias and his firm were willing to help develop planning <br />ideas in conjunction with city planning officials. Chairman McCauley <br />requested, and the Commission members agreed, that the city planning staff <br />return to the Commission in the near future with a plan for defining future <br />development in the target area including possible funding sources for plan <br />development. <br /> <br />OTHER BUSINESS <br /> <br />The Mayor and Mr. Adams informed members that the new Council Liaison to the <br />Plan Commission would be Robert Wagner, Ward 1 Council.ember. Mr. Adams <br />informed members that Council approved the Conditional Use Permit for the <br />Amoco Station at 7360 Forsyth Boulevard. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 8:55 p.m. <br />
