Mr. <br />Goldman indicated that, in his opinion, a sidewalk should be provided along <br />Blackberry Avenue, and that it was the Commission's prerogative whether or not to <br />recommend this to City Council. Mr. Rice inquired whether the subdivison indentures <br />would prohibit rental of the units. Mr. Bruno replied that the indentures would <br />dictate a maximum number of non-owner occupied units within the subdivision at any <br />given time. Mr. Safe inquired about the type of homes that could be constructed <br />within the subdivision. Mr. Goldman replied that the type, height and mass of homes <br />to be built within the proposed subdivision would be limited to those included in <br />Site Plan Review now pending before the City Council. <br /> <br />Chairman McCauley opened the public hearing portion of the meeting on the conditional <br />use application and asked the applicants to respond to the public's questions. Mrs. <br />Edith Kowarsky of 7512 Blackberry Avenue expressed her concern that the parking area <br />on the north side of Blackberry Avenue would be eliminated by the development. She <br />believed that the parking area was necessary for the neighborhood and its elimination <br />would reduce the width of Blackberry causing increased traffic congestion. Mr. <br />Conner indicated that the existing parking lot area was not part of the Blackberry <br />right-of-way and would be incorporated into the corner lots abutting Blackberry. <br />Mrs. Venda Beard of 7484 Stanford Avenue asked about the size of the proposed homes. <br />Mr. Bruno responded that all homes would be at least two stories in height with two <br />to four bedrooms. In response to a similar question by Mr. Safe, Mr. Bruno stated <br />that the subdivision indentures would dictate a minimum area requirement for the <br />homes but would not require a minimum number of bedrooms in each unit. Mr. Bruno <br />also clarified that all units, both attached and detached, would have basements. <br />Mrs. Anna L. Barron of 7506 Blackberry Avenue also inquired about the parking area <br />north of that street. Mr. Adams, second ward councilmember, stated that the parking <br />area was currently a part of the school property being sold to the developers. Ms. <br />Jane Stern of 7421 Stanford Avenue asked if the developers would receive any <br />incentives from the city or other governmental entity such as tax abatement, etc. <br />Mayor Majerus responded that the developers were receiving no such assistance or <br />subsidy. Ms. Cathy Sanders of 7500 Ahern stated that, in her opinion, the city <br />should support the application because of the quality exhibited by projects in the <br />City of St. Louis by Mark Conner Builders. At this point, Chairman McCauley closed <br />the public hearing portion of the meeting. <br /> <br />Ms. Kreishman inquired whether all private streets within the subdivision would be <br />two-way streets. Mr. Bruno replied that all streets would accommodate two-way <br />traffic. Mr. McCauley inquired about the traffic configuration at the entrance to <br />the subdivision. Mr. Bruno replied that the County Department of Highways and <br />Traffic would require the developers to install a north bound turn lane into the <br />subdivision from Hanley Road as well as to signalize the new intersection of Hanley <br />and Balson. <br /> <br />After further discussion, Mr. Marsh moved that the Plan Commission recommend approval <br />of the application for amendment of Conditional Use Permit #266 as submitted. Mr. <br />Washington seconded the motion. Mr. Safe moved that the motion be amended to include <br />the following condition: <br /> <br />1. A sidewalk shall be provided along the north side of Blackberry Avenue from <br />Hanley Road west to the western boundary of the site. <br />
