The arcade would only be open after school hours and on weekends until <br />7 or 8:00 p.m. The Smiths explained that the arcade would be approximately 1,400 <br />square feet in area: they also noted that the 7-11 Store and Blueberry Hill both had <br />more than two video machines. Mr. Marsh stated that children and teens could not <br />frequent Blueberry Hill without parental supervision. The Smiths stated that <br />children would purchase tokens, not use quarters, to operate the games. Mr. Kendall <br />and Ms. Kreishman indicated that they were not familiar with the site plan for the <br />proposed Westover Center. Mr. Kendall asked if there was any additional information <br />the applicants could provide to enhance their case. Mr. Goldman stated that some <br />information such as the allotted parking spaces for the business and other site <br />information was missing from the application. Mr. Safe suggested moving the arcade <br />portion of the business to the front of the store area as a form of visible <br />supervision for the children. Ms. Kreishman asked if the Smiths had any prior <br />experience in managing a video arcade. They replied that they did not. <br /> <br />Chairman McCauley called on members of the public who had questions about the <br />application. Ms. Marva Pegues of 1150 Glenside Lane stated that she understood the <br />need for a place for children to congregate off the streets but was concerned about <br />the increased danger of many children walking through the neighborhood and across the <br />busy streets. Also, she felt that many children and teens would cut through the back <br />of the property by the former Target store which was a hazardous route. Mr. Douglas <br />Barron of 7704 Stanford Avenue stated that he represented the Young Israel <br />Congregation at 7800 Groby Road. He expressed the concern of the congregation <br />members for the safety of the vehicles which members park in the neighborhood on the <br />Sabbath as well as the member's personal safety in light of the history of petty <br />thefts in conjunction with the location of a video arcade. Mr. Alvin Adelman of 7923 <br />Amherst stated that in the past there had been a lot of vandalism to congregation <br />members' vehicles parked in the neighborhood as well as incidents of defacing the <br />synagogue building. He agreed that area youths do need a place to congregate and <br />activities to keep them busy; however, the proposed video arcade was not the proper <br />solution. <br /> <br />After further discussion, Mr. Rice thanked the Smiths for their interest in the <br />community youth: however, he agreed with Mr. Goldman's findings that the use would <br />not promote public convenience or protect the public health, safety and welfare. <br />therefore, he moved that the Plan Commission recommend denial of the application for <br />a Conditional Use Permit for a video arcade. Mr. Marsh seconded the motion which <br />passed by a vote of 6-1. <br /> <br />PRESENTATION OF OLIVE BOULEVARD CENTRAL TAX INCREMENT FINANCE DISTRICT REDEVELOPMENT <br />PLAN <br /> <br />Mary Fahey, Assistant Director of Planning, presented to Commission members the <br />proposed Olive Boulevard Central Tax Increment Finance District Redevelopment Plan. <br />Ms. Fahey indicated that the City Council had referred the proposed plan to the Plan <br />Commission to review it for its conformance with the City's 1986 Comprehensive Plan. <br />A Plan Commission decision would not be required until its September meeting: <br />however, at this meeting, staff would review the plan's components and answer any <br />questions by members. <br /> <br />Ms. Fahey reviewed the various components of the plan including a description of the <br />proposed district (7300-7900 Olive Boulevard) as a "blighted area" by statutory <br />
