Various unsafe conditions, deterioration of site improvements and <br />improper subdivision and obsolete platting were all factors contributing to the <br />blighted condition of the area. Ms. Fahey also reviewed the Plan's findings <br />necessary to establish a district. She cited the various factors leading to a lack <br />of growth and development, conformance with the city's Comprehensive Plan and program <br />objectives. Both private and public redevelopment phase descriptions and activities <br />were outlined as well as projected costs for various phases and physical <br />improvements. <br /> <br />Commission members asked several questions about the tax increment financing concept <br />as well as the proposed plan. Mr. Rice asked if, in accordance with the 1986 <br />Comprehensive Plan, the proposed plan shouldn't specifically mention the installation <br />of sidewalks along Olive Boulevard. Ms. Fahey replied that construction as well as <br />repair of sidewalks had been figured into the projected public project costs as an <br />appropriate use of tax increment funds. After further discussion, Ms. Fahey asked <br />members to review the plan for its conformance with the 1986 Comprehensive Plan in <br />preparation for its September meeting. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Wagner reviewed for Commission members the planning items approved by Council at <br />its August 15th meeting. These included subdivision approvals for 8109 Olive <br />Boulevard and the Corvette Place subdivision as well as the Conditional Use Permit <br />for Grandpa Pidgeon's new location at 8020 Olive Boulevard. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 10:21 p.m. <br />
