<br />. <br /> <br />Minutes - Plan Commission <br />Page 3 <br />September 28, 1988 <br /> <br />. <br /> <br />Chairman McCauley called for members of the public to present any questions or <br />concerns regarding the application. Mr. Bernard Stock, a business owner at 7281 <br />Olive Boulevard, encouraged the use of this property by an appropriate commercial <br />use since the current building was extremely deteriorated and the current owner <br />repeatedly permitted tractor-trailer parking on the site. <br /> <br />Mr. Kendall confirmed with planning staff that the proposed use was appropriate <br />for the site at Olive and Midland and agreed that a more detailed plan should be <br />submitted to the Plan Commission before its recommendation on the application so <br />that members could ensure that all conditions for appropriate site development <br />could be met. Mr. Marsh agreed that the current plan for site development should <br />either be rejected or Commission recommendation of it should be deferred until it <br />is amended. <br /> <br />Mr. Ken Reading, 1217 Waldron Avenue, expressed his concerns regarding potential <br />litter from the business in the neighboring area as well as excessive lighting <br />from the business disturbing the residential neighborhoods to the north and south <br />during the late evening hours. Mr. Barton replied that one employee per shift <br />was usually assigned site clean-up duties, and only on Fridays and Saturdays <br />would the business be open past 11 p.m. Mr. Reading also inquired as to whether <br />traffic generated by the business would congest streets in the area. Chairman <br />McCauley replied that the Planning Department had suggested that a traffic study <br />be conducted to assess the traffic impact of and best access points to the site. <br /> <br />After extensive discussion regarding proposed signage and availability of the <br />additional information needed for a fully-informed Plan Commission <br />recommendation, Mr. Marsh moved that the Commission table the application until <br />its October meeting in order to give the applicant the opportunity to provide the <br />information necessary for a proper evaluation of the project. The applicant was <br />thereby instructed to submit the following information to the Zoning <br />Administrator no later than October 17, 1988: <br /> <br />1. A survey of the site prepared by a registered land surveyor. <br /> <br />2. A correctly drawn and dimensioned site plan. <br /> <br />3. A report of an accredited traffic engineer regarding a vehicular circulation <br />and access to the site. <br /> <br />4. A report of a registered professional engineer regarding compliance with the <br />floodplain ordinance. <br /> <br />5. Topographic information on the site plan showing the limits of the floodway <br />and proposed new grades. <br /> <br />6. Drawings of all signs that will appear on the site or on the building. <br /> <br />7. A signed statement from the applicant agreeing that if the business is closed <br />for a period of 30 days, all signs will be removed from the premises and if <br />the business is closed for a period of 120 days, the building and trash <br />enclosure will be removed from the site. <br />
