She further explained that the development and <br />redevelopment goals for the proposed TIF district were detailed on page 12 of the <br />Plan. She welcomed questions or comments from Commission members. <br /> <br />Mr. Washington asked why the TIF Commission had prioritized this central section <br />of Olive Boulevard (7300 through 7900 blocks) when other sections of Olive are in <br />need of attention. Ms. Fahey replied that this central section of Olive had the <br />most vacant buildings and had the most immediate potential for parcel assemblage. <br />She continued by saying that other development strategies were being considered <br />for use on Olive, such as special business districts. Ms. Fahey replied to a <br />question by Mr. Safe that the proposed Dubbles Hamburgers at 7290 Olive would not <br />be included in the district. Chairman McCauley noted that both the proposed TIF <br />Plan and the Comprehensive Plan called for an increased amount of planting along <br />the Olive Boulevard frontage. However, Mr. Rice believed that the TIF Plan did <br />not emphasize strongly enough the need for sidewalks and pedestrian accommodation <br />along Olive Boulevard and, therefore, did not totally conform with the goals of <br />the Comprehensive Plan. Ms. Kreishman believed that evidence of TIF Plan's <br />conformance with the Comprehensive Plan was somewhat conclusory; however, <br />Chairman McCauley pointed out that nothing in the proposed TIF Plan conflicted <br />with the Comprehensive Plan. <br /> <br />After some further discussion, Mr. Marsh moved that the Plan Commission forward <br />the proposed Olive Boulevard Central Tax Increment Finance District Redevelopment <br />Plan to the City Council with the following Resolution: <br /> <br />WHEREAS, on August 15, 1988, the City Council of University City referred <br />the proposed Olive Boulevard Central Tax Increment Finance District Redevelopmenl <br />Plan to the City Plan Commission for its review for conformance with the 1986 <br />Comprehensive Plan for the City of University City, Missouri; and <br /> <br />WHEREAS, at its regular meetings on August 24, 1988, and September 28, 1988, <br />the City Plan Commission did review the proposed Redevelopment Plan in <br />combination with the 1986 Comprehensive Plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLAN COMMISSION OF THE CITY OF <br />UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br />Section 1. That the proposed Olive Boulevard Central Tax Increment Finance <br />District Redevelopment Plan is not inconsistent with the 1986 Comprehensive Plan <br />for the City of University City, Missouri. <br /> <br />Mr. Safe seconded the motion which passed by a vote of 6-1. <br /> <br />OTHER BUSINESS <br /> <br />Councilmember Wagner reviewed for Commission members various planning and zoning <br />items recently considered by the City Council. The application for a Conditional <br />Use Permit by Ms. Linda Smith of UCity Video for location of a video arcade at <br />7900 Olive Boulevard had been denied by the Council. The Conditional Use Permit <br />and Site Plan Review for the proposed single family homes and townhomes at 951 <br />
