The proposed entry gates could be located <br />within the twenty-five foot setback from Hanley Road; however, the ownership and <br />maintenance responsibility of this area should be clearly indicated on the plat. <br />Mr. Hall replied that ownership of this area was covered by deed with a <br />maintenance easement dedicated by the two corner lots over this property. <br /> <br />Chairman McCauley asked the applicants to respond to questions by Commission <br />members. Ms. Kreishman noted that the pavement width of the main entrance drive <br />scaled at forty feet, but that this width was not evenly divided between incoming <br />and outgoing traffic. Mr. Hall replied that this offset was necessary because of <br />the need for extra width in the incoming lane for those turning left into the <br />subdivision. Chairman McCauley noted that the Planning Director's report <br />mentioned that the proposed street name "University Place" for the easternmost <br />street in the subdivision was inappropriate because it did not align with a <br />similarily named east-west street in the southern part of University City. <br />Several names were suggested for the street, but Mr. Richards Bruno, one of the <br />developers, indicated the Post Office would determine the appropriate street <br />names in accordance with its grid system. Mr. Safe inquired at what point does <br />the subdivision become independent of the developers. Mr. Mark Conner, one of <br />the developers, said the developers would be involved in subdivision <br />administration on a gradually decreasing basis until the last lot was sold. Mr. <br />Safe also asked if, during the City Council review of the site, had the issue of <br />sidewalks along Blackberry Avenue been resolved. Mr. Goldman replied that the <br />City Council is requiring sidewalks along the entire site in the Blackberry <br />Avenue right-of-way. <br /> <br />Chairman McCauley noted that the proposed subdivision indentures were also a part <br />of the preliminary plat requirements and should be reviewed by the Plan <br />Commission. He informed the developers that the proposed indentures were <br />thorough and should serve the subdivision purposes well. He did, however, make <br />several suggestions regarding trustees' duties and other items he instructed the <br />Zoning Administrator to record and deliver to the developers for their review. <br />After further discussion, Mr. Marsh moved that the Plan Commission approve the <br />Preliminary Subdivision Plat for 951 North Hanley Road submitted by Mark Conner <br />Builder & Developer, Inc. and Richards Bruno, Inc. subject to the following <br />conditions: <br /> <br />1. All lots for single family detached dwellings shall be no less than forty <br />(40) feet in width at the narrowest part. <br /> <br />2. The median within the proposed Balson Avenue right-of-way shall be increased <br />in width if approved by the St. Louis County Department of Highways and <br />Traffic. <br /> <br />3. "University Place" is not appropriate as a street name; thus the name for the <br />proposed westernmost street must be changed. <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 6-0. The Commission <br />continued discussion for several minutes on the progress of the demolition permit <br />for the Junior High School Building and schedule for start of construction. Mr. <br />Safe also asked about the status of including a portion of the cemetery property <br />to the north in the project. Mr. Conners replied that contract negotiations were <br />still continuing for their purchase of this property. <br />
